About The Position

PGH Wong Engineering, Inc. is seeking a Major Projects Programs Manager to provide executive-level technical leadership and engineering management for a large, multi-billion-dollar underground transit capital program in California. This role will serve as the senior technical authority overseeing final design and transition into construction across one of the region’s most complex and high-profile infrastructure initiatives. The Major Projects Programs Manager will guide multidisciplinary consultant teams, establish program-wide technical governance and quality expectations, and support agency leadership in advancing critical transit investments that will shape regional mobility for generations to come. Operating within a highly regulated public-sector environment, this position will serve as a key advisor to agency executives, oversight bodies, regulatory stakeholders, and community partners. Requirements

  • Bachelor’s degree in Engineering or related technical field (required).
  • Professional Engineer (PE) license or equivalent certification required; California licensure preferred or ability to obtain.
  • 20+ years of progressive experience leading the design and construction of major underground transit, heavy civil, or complex infrastructure programs.
  • Proven experience leading and managing large multidisciplinary engineering and consultant teams within public-sector capital programs.
  • Demonstrated expertise in underground transit infrastructure within dense urban environments and constrained right-of-way conditions.
  • Strong understanding of systems integration, technical interfaces, utility coordination, and constructability considerations associated with underground transit infrastructure.
  • Extensive knowledge of capital project delivery models, contract packaging approaches, and infrastructure procurement strategies utilized by major transit agencies.
  • Demonstrated ability to operate effectively within complex public-sector governance structures involving agency leadership, governing boards, regulators, oversight entities, and community stakeholders.
  • Exceptional leadership, communication, and relationship-building skills, with the ability to present complex technical concepts clearly and credibly in executive-level and public-facing settings.
  • Familiarity with Federal Transit Administration (FTA) processes, procedures, and federally funded project oversight requirements, including management capacity and capability considerations.
  • Strong strategic leadership and decision-making abilities, with the capacity to balance technical excellence, stakeholder priorities, regulatory requirements, and long-term program objectives.

Responsibilities

  • Serve as the senior technical authority and Project Manager for the delivery of complex underground transit infrastructure programs, including tunnels, stations, shafts, systems, utilities, and supporting civil works.
  • Provide executive-level management of engineering services through final design and into construction, ensuring compliance with agency standards, design criteria, applicable codes, and industry best practices.
  • Establish and maintain the program’s technical framework, including design standards, quality management processes, technical governance procedures, and integration protocols across multiple contract packages.
  • Lead, coordinate, and mentor large multidisciplinary consultant teams across civil, structural, geotechnical, architectural, systems, and construction support disciplines.
  • Manage complex internal and external technical interfaces involving utility owners, municipalities, regulatory agencies, adjacent projects, and third-party stakeholders.
  • Identify, evaluate, and mitigate technical, constructability, and integration risks to support informed decision-making throughout all phases of project delivery.
  • Support the development of contract packaging and project delivery strategies, ensuring alignment between design deliverables and delivery methods such as design-bid-build, CM/GC, and design-build.
  • Serve as a key technical advisor to agency leadership, capital program management teams, governing boards, and oversight committees.
  • Represent the program and design team in public-facing environments, including board meetings, interagency coordination forums, stakeholder meetings, and community outreach engagements.
  • Clearly communicate complex engineering issues, tradeoffs, technical recommendations, and program impacts to both technical and non-technical audiences.
  • Support compliance with Federal Transit Administration (FTA) requirements and federal oversight processes, including documentation, management capacity coordination, and regulatory engagement activities.
  • Promote a culture of technical excellence, innovation, collaboration, and accountability consistent with PGH Wong’s mission and long-term vision for infrastructure leadership.
