About The Position

Manchester Housing & Redevelopment Authority is seeking an experienced maintenance leader to oversee maintenance operations for our Public Housing and LIHTC portfolio. This is a hands-on leadership position responsible for supervising a team of maintenance employees, coordinating maintenance operations across multiple properties, and ensuring vacant units are prepared efficiently for new residents. The successful candidate will be an organized, decisive leader who can balance multiple priorities. This position requires regular travel between MHRA properties throughout Manchester and includes both office and field work in varying weather conditions.

Requirements

  • Seven (7) years of progressively responsible experience in residential, commercial, multifamily, or facilities maintenance.
  • Five (5) years of supervisory experience leading maintenance or facilities personnel.
  • Demonstrated ability to manage multiple projects, prioritize competing demands, and meet operational deadlines.
  • Strong leadership, communication, organizational, and problem-solving skills.
  • Experience assigning work, developing employees, and holding staff accountable through coaching and performance management.
  • Valid driver's license and proof of personal automobile insurance.

Nice To Haves

  • Experience in public housing, affordable housing, property management, or a similarly regulated environment.
  • Knowledge of HUD regulations and property maintenance operations.
  • Experience supervising employees represented by a collective bargaining agreement, including contract administration and progressive discipline.
  • Experience working collaboratively with multiple departments and outside contractors.

Responsibilities

  • Supervise, coach, and develop a maintenance team while promoting accountability, consistency, and high-quality work.
  • Coordinate maintenance operations, unit turnover activities, inspections, and work priorities across multiple locations.
  • Collaborate with property management, facilities, procurement, and other departments to ensure efficient operations and timely occupancy of units.
  • Monitor work quality, productivity, and service standards.
  • Assist with vendor coordination, contractor scheduling, and maintenance planning.
  • Participate in employee performance management, hiring, training, and disciplinary processes.
  • Support the administration of the Collective Bargaining Agreement and participate in labor-management activities, including disciplinary meetings and contract administration.
  • Foster a professional, respectful, and customer-focused work environment while ensuring policies, procedures, and safety standards are consistently followed.
