About The Position

This Maintenance Crew Supervisor II position performs difficult skilled technical work inspecting, supervising, and participating in a variety of construction, repair, installation, and maintenance projects related to Water/Wastewater services and systems. Work is performed under the direction of and reports to a General Maintenance Supervisor within the Department of Public Utilities. This full-time, non-exempt position offers a comprehensive benefits package. This position is part of the Labor and Trades bargaining unit. Future wage adjustments are subject to terms and conditions of the collective bargaining agreement between the City and the exclusive bargaining representative.

Requirements

  • High school diploma or GED AND at least 3 years of experience in Municipal Water/Wastewater operations and maintenance or closely related field.
  • OR 5 or more years of experience in Municipal Water/Wastewater operations and maintenance or closely related field.
  • OR An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
  • Subject to emergency and stand-by call and must respond within minimum response time to the City facility based on Departmental guidelines. (For Water/Wastewater/Stormwater a 40-minute response time)
  • Must obtain and maintain a Work Zone Traffic Control (WZTC) Safety-Intermediate level certification.
  • Must obtain and maintain a Class A CDL within 6 months of employment, may require Tanker endorsement based on assignment.
  • Must obtain and maintain a valid Virginia driver’s license and acceptable driving record according to city criteria.
  • Must obtain and maintain all certifications required by applicable federal, state and local regulations.
  • Position is subject to DOT drug and alcohol testing regulations.
  • Required to successfully pass a pre-employment background check, pre-employment physical, and pre-employment drug-screening.
  • Thorough knowledge of maintenance, repair and construction activities of related area.
  • Thorough knowledge of the methods, techniques and tools used in maintenance, repair, and installation work related to assigned area (streets, refuse, facilities, water, wastewater, stormwater, or natural gas systems).
  • Thorough knowledge of applicable federal, state, and local laws, regulations, and maintenance manuals related to assigned area.
  • Thorough knowledge of mechanical and equipment operation.
  • Thorough knowledge of VDOT work zone safety, Virginia damage prevention regulations, and/or VA811 coding.
  • Thorough knowledge of occupational hazards and safety requirements of the trade.
  • Knowledge of city and department policies and procedures relating to supervision and personnel.
  • Reading Intermediate : ability to read and understand construction plans and drawings, read and understand safety regulations, work orders, signs, notices, and technical instructions.
  • Writing Intermediate: writing skills to provide documentation and records for the planning of projects, maintenance and repairs needed and completed and reports on project status, issues and problems in the completion of projects.
  • Math Intermediate: Ability to work with and understand number systems; simple formulas, practical application of fractions, percentages, ratios/proportions and measurement.
  • Communication Skills Intermediate: Provides and receives standard to more complex information. Establishes and maintains effective working relationships with co-workers, city staff, contractors, and the public. Explains issues and concerns, listens to others, discusses identified project issues and solutions. May include interactions that involve stressful, negative situations requiring tact and the ability to diffuse aggressive behavior and reach consensus. Elements of persuasion may be necessary to gain cooperation and understanding.
  • Requires Limited Direction: Normally completes work according to their own judgment, requesting supervisory assistance occasionally. Manages special projects with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.
  • Skilled: Practical knowledge of operations of preventive, routine and more difficult, maintenance and repair of assigned work area. Skill to plan, manage and supervise maintenance, repair and construction projects. Technical skill to read maps and construction drawing/plans. Ability to utilize Microsoft Office applications and departmental software.
  • Has input into project cost projections, monitors the expenditures and orders materials within approved budgets. Works with supervisor to recommend budget allocations for future projects.
  • Supervises and monitors performance for a crew of workers including assigning and monitoring work and providing input on hiring, discipline, goals, and evaluating performance.

Responsibilities

  • Supervises maintenance crew staff on-site during performance of assigned work including scheduling, assigning, training, evaluating and ensuring compliance with applicable safety standards, policies and procedures, and work completed in a satisfactory manner, including to prevent damage, injury, and jobsite hazards.
  • Plans, schedules, and stages maintenance and repair work projects, making adjustments as needed.
  • Performs layout of new installation and replacement of existing infrastructure.
  • Performs or assists in performing more difficult maintenance and construction tasks.
  • Performs pipe fitting tasks, including working with pipe, fittings, valves, risers, and other equipment pertinent to assigned work area.
  • Performs utility repair work during emergencies in accordance with SOP and applicable Federal, State and local standards and specifications to address the leaks and protect public safety.
  • Coordinates agreements with contractors, inspectors, and other agency partners.
  • Manages projects and work assignments, ensures all equipment and materials are provided and inspects work for compliance for quality, timeliness and safety standards.
  • Manages materials inventory, inspects and maintains equipment.
  • When necessary, operates motorized equipment effectively and safely.
  • Provides front-line customer service for the department by investigating and addressing concerns from residents, businesses, and other City departments.
  • Trains and educates staff on proper operating procedures and the proper use of hand tools, power tools, heavy motorized equipment and trucks.
  • Submits information to appropriate staff to incorporate data into other systems.
  • Ensures documentation and recordkeeping is accurate and completed in a timely manner in accordance with local, state, and federal regulations, by completing and verifying work order forms/data, preparing reports, and other required documentation.
  • Supports the planning and implementation of emergency operations and special events.
  • Responds to special events, seasonal tasks, and emergency related situations, which may include but not limited to inclement weather situations such as snow, or debris collection and removal.
  • Attends meetings and trainings concerning safety, procedures and practices.
  • May be required to work a flexible schedule including evenings and weekends.
  • Subject to be called back to work to the City in emergencies or as needed to provide necessary services to the public.
  • Must have the ability to be contacted and respond based on Departmental guidelines.
  • Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
