Primary function of the Vehicle Driver is to operate and maintain the motor vehicles on location, mail routes, transporting mail and cargo on short and long-distance trips. The driver will be responsible for the transport and delivery of mail, packages, warrants, and supplies to and from multiple State agencies and/or external vendors using vehicles including but not limited to cargo vans, cargo box trucks and/or sedans. Driving duties involve following a planned mail route with stops for mail pick-up and delivery, receiving, scanning, processing, and distributing all incoming and outgoing mail in accordance with HHS State Office Mail Service as well as United States Postal Services rules and regulations. The vehicle driver will also transport packages and/or letters from external vendors such as FedEx, UPS, etc. The driver prepares inbound First Class and accountable mail for remittance processing while also handling and transporting State issued warrants and deposits to and from State Comptroller’s office and Treasury offices. The Vehicle Driver prepares and maintains records and logs related to vehicle operations, including refueling and maintaining fuel receipts. The vehicle driver will also help cross train others on routes stops and deliveries, as well as with processing, sorting, and distributing mail along with other various mail services functions. This position helps support the Health and Human Services Commission (HHSC), Department of State Health Services (DSHS), and Department of Family Protective Services (DFPS) agencies. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

Requirements

  • Valid class C Texas driver’s license.
  • Eligible driving record required based on HHSC Fleet Management policy.
  • High School Diploma or GED equivalent.
  • Knowledge and understanding of traffic safety regulations.
  • Skill to maneuver large trucks into tight areas safely.
  • Ability to communicate with others in a cooperative and positive manner.
  • Ability to work in a physically challenging environment.
  • Ability to tolerate cold and hot weather conditions.
  • Ability to obey State and Federal traffic laws and follow safe practices.
  • Ability to move, lift, and carry various items up to 100 pounds using dollies, buckets, bins, trays, and/or carts.
  • Ability to tell time and work on a schedule.
  • Ability to drive large type vehicles such as cargo vans and/or trucks.

Nice To Haves

  • Six (6) months of prior work experience operating a motor vehicle is preferred.
  • Experience in developing and maintaining logs and reports is preferred.
  • Applicants with an out-of-state driver’s license must provide an original certified driving record from the state of driving licensure.

Responsibilities

  • Cross-train others on routes, stops, and deliveries, as well as with processing, sorting, and distributing mail along with other various mail services functions.
  • Operate HHS state-issued motor vehicles, such as vans and trucks to transport buckets, tubs, and carts of mail, packages, warrants, and other supplies to and from different State agencies as well as external vendor locations.
  • Ensure vehicle cargo/mail cart capacity is not exceeded, use safety restraints, and ensure cargo/mail carts are distributed to reduce maximum axle loading.
  • Comply with state and local traffic laws.
  • Use handheld scanning device to capture signatures for chain-of-command on all accountable mail and packages.
  • Scan each accountable mail piece or mail package received and upon delivery.
  • Complete data entry into the scanner on scanned items, making notes on who the letter and/or package was delivered to, including entering names and mail codes.
  • Perform mail duties including organizing mail pieces and sorting pieces into mail slots, buckets/bins, trays or carts for delivery to stakeholders.
  • Responsible for the safe loading and unloading of mail carts, tubs, and buckets.
  • Operate vehicle power lift gates, manual forklifts (if required), and dollies.
  • Receive, scan, process, and distribute all incoming and outgoing mail in accordance with HHS State Office Mail Service and United States Postal Services rules and regulations.
  • Organize, sort, and distribute mail including processing large volumes of inbound and outbound First-Class and Overnight Express items.
  • Learn, maintain, and file in accordance with general mail practices and procedures.
  • Provide friendly, knowledgeable, and professional customer service to all customers, including exchanging and/or verifying information, answering inquiries, and addressing transportation routes, timelines for deliveries and pick-ups, or mail related issues.
