About The Position

The City of Jackson is seeking a full-time Loan Services Specialist/Office Assistant. This role involves processing loan applications and closings for home rehabilitation programs, performing clerical and bookkeeping tasks for various grant programs (CDBG, HOME, ARPA), and assisting with file maintenance. The position may also involve administrative tasks for the Administrative Hearings Bureau and Building Board of Appeals.

Requirements

  • Knowledge of general bookkeeping and account keeping standards and procedures.
  • Ability to exercise discretion related to the handling of confidential information.
  • Detail-oriented and able to organize large volumes of information and documents.
  • Skill in the use of general office equipment, including computers and related software and databases, and the ability to learn specialized financial applications.
  • Above average ability to use Excel, create spreadsheets and graphs.
  • Ability to work independently to initiate and implement methods and procedures and coordinate projects.
  • Ability to work in a team setting to complete projects.
  • Ability to perform mathematical computations with speed and accuracy.
  • Ability to type (45 wpm required) and enter data (6000 keystrokes per hour, minimum) with speed and accuracy.
  • Knowledge of Microsoft Word and Excel.
  • Ability to interact professionally and constructively with other employees, elected officials, loan applicants, and the general public.
  • Ability to read, write, speak, and understand the English language.
  • City employees must be physically and mentally able to perform the essential duties of their position without excessive absences.

Responsibilities

  • Process applications for various home rehabilitation loan programs, including reviewing, interviewing, verifying information, determining eligibility, and matching applicants to funding programs.
  • Process loans and related closings, assist in obtaining bids, prepare closing documentation, conduct closings, prepare payments and escrow accounts, and close files.
  • Perform routine bookkeeping related to program activities, including preparing requisitions, accounts receivable/payable requests, tracking reimbursements and disbursements, verifying contractor payments, receiving payments, and submitting requests to draw funds.
  • Maintain paper and electronic files, respond to informational requests, and reorganize files.
  • Create spreadsheets, formulas, and graphs using Excel.
  • Enter data into various electronic systems (BS&A, Neighborly, IDIS), prepare data summaries, activity reports, and financial files, and audit documents for errors.
  • Prepare informational materials on loan programs and provide general information to the public.
  • Receive telephone calls and assist walk-in visitors regarding rehabilitation programs, address complaints, explain procedures, and refer complex issues.
  • Complete general clerical and office tasks such as sorting mail, preparing mailings, and other assigned tasks.
  • Assist with preparing documents for the Administrative Hearings Bureau, including notices, tickets, reports, dockets, correspondence, photos, and mailings.
  • Assist the Grant Coordinator with CDBG and Home Program duties.
  • Assist the Chief Building Official with paperwork and documentation for demolitions.
  • Compile ownership and property data for dangerous building procedures and track property files from condemnation to board decisions.
  • Request bids for demolition, monitor demolitions, and process payments with the Finance Analyst.
  • Complete special projects and perform related work as assigned.
  • Complete other duties assigned which are within the scope of responsibility, and may perform the work of lower classified employees as required.
