About The Position

The Department of Behavioral Health and Developmental Services’ (DBHDS) Office of Licensing is seeking a highly effective professional to manage, motivate, and cultivate an effective team in support and service delivery of licensing services in Region 5 (Eastern Region: Virginia Beach, Norfolk, Chesapeake, Portsmouth, Hampton, Newport News, Western Tidewater, Eastern Shore & the Middle Peninsula). Reporting to the Associate Director of Licensing, this position will supervise a team of Licensing Specialist in the defined geographic regions. This position is responsible for the oversight of licensing specialist caseloads, reviewing and conducting investigations, and coordinating Office of Licensing activities with other divisions within DBHDS and stakeholders. Further, this position will coordinate DOJ activities and supporting provider development activities, as well as conducts quality checks to ensure uniform interpretation and application of regulations by licensing specialists. In addition, this position develops training to ensure gaps are closed and appropriate resources are available to staff to ensure consistency. To meet the duties and demands of the position, and to navigate traveling within the region, it’s recommended that the candidate reside in or live close to the assigned region(s). A valid, unrestricted driver’s license and an acceptable driving record in accordance with the Commonwealth’s Driver Safety Program are required.

Requirements

  • Experience in clinical, administrative, management and quality assurance, and performance improvement functions.
  • Experience in writing, reviewing, and monitoring corrective action plans.
  • Ability to manage the administrative and operational aspects of the Licensing program, establishing standards and approving policy changes.
  • Ability to effectively apply Licensing programmatic knowledge and analytical methods to better meet the responsibility for immediate service delivery and continued maintenance of programs.
  • Strong leadership and management skills, including demonstrated ability to motivate and develop staff and cultivate teamwork.
  • Strong organizational and time management skills to coordinate statewide programs and facilitate multiple projects, in addition to providing direct supervision in an individual and team setting.
  • Strong decision-making skills and the ability to utilize critical thinking skills.
  • Effective communication skills, both verbally and in writing, to communicate with management, community resources and staff to discuss recommendations or provide advice on complex studies.
  • Proven ability to establish strong partnerships through collaboration, serving as an effective liaison between field and central office staff.

Responsibilities

  • The use of independent judgment in determining compliance to applicable regulations.
  • Recommending licensing actions.
  • Advising and consulting with providers on how to comply with applicable regulations.
  • Developing and implementing systemic corrective actions to areas found not in compliance.
  • Ensuring coordination, where applicable, with other teams such as Specialized Investigation Unit, Incident Management Unit, and other offices such as the Community Integration Team, Office of Integrated Health, Office of Substance Use Disorders, Office of Human Rights and Department of Social Services (APS and CPS) as needed.
