About The Position

This is a highly responsible position that serves to assist with the coordination of the contractors licensing and permitting processes to enforce compliance with Flagler County adopted codes, applicable laws, rules and regulations under the general supervision of the Chief Building Official. The position provides professional skills, judgment, knowledge, technical skills and assistance to the Growth Management Staff. We are seeking a meticulous and organized Licensing Coordinator to manage and facilitate the licensing process. The responsibilities will include maintaining records of all licenses, preparing licensing agreements, and ensuring compliance with licensing laws and regulations. The ideal candidate will have a strong attention to detail, excellent organizational skills, and the ability to work in a fast-paced environment.

Requirements

High School diploma or equivalent.
5-years’ experience in governmental regulatory agency in dealing with the public in contractor licensing or construction/building related fields.
Must possess a valid Florida Driver’s License.
Any equivalent combination of related training, education and experience may be substituted on a year-for-year basis.
Knowledge of the building trades; understanding of building, zoning, and all applicable codes.
Knowledge of County code, regulations, administrative and enforcement procedures.
Knowledge of State licensing laws and regulations.
Strong organizational and coordination skills.
Excellent attention to detail.
Strong communication and interpersonal skills.
Specific knowledge pertaining to rules of evidence and due process principles.
Ability to communicate effectively to express ideas clearly and concisely, both orally and in writing.
Ability to meet and work with the general public and to explain and enforce regulations both tactfully and impartially.
Knowledge and understanding of contractor licensing trade; issuance of authorized contractor licenses and all applicable licensing ordinances.
Knowledge of Contractor Licensing.

Responsibilities

Manages contractor license operations to achieve goals within available resources.
Reviews progress as needed.
Prepare and maintain accurate records of all licenses.
Processing and managing license applications, renewals, and cancellations.
Ensure compliance with licensing laws and regulations.
Coordinate with various departments to gather necessary licensing information.
Respond to licensing inquiries and issues.
Coordinate and track all license payments.
Evaluates policies and procedures for the operations of contractor licenses.
May perform a variety of office related functions, including but not limited to; correspondence to applicants regarding application status, license status, responding to inquiries from contractors, developers, property owners, staff, and the general public.
Use, development software and Outlook e-mail and calendar.
Maintain equipment and workstation organization to promote a professional work environment.
Establishes standards and procedures for contractor licensing while coordinating the work in relation to contractor licenses.
Prepares Ordinance revisions based on current Florida Statutes.
Bring unlicensed and non-compliant contractors before the Contractor Licensing Board.
Conduct Contractor Review Board disciplinary hearings.
Providing advisory support on licensing policies and procedures.
Report on license statuses and updates.
Attend Construction Licensing Officials Association of Florida CLOAF annual general membership meeting.
Coordinates Contractor Licenses Board meeting agendas and minutes.
Works with other jurisdictions in preparation and presentation of all cases before the Contractor Licenses Board.
Maintaining accurate licensing records and ensuring compliance with regulations.
Prepare contractor licenses.
Coordinating license payments, tracking deadlines, and reporting status updates.
Maintains current knowledge of permitting and contractor licenses regulations in order to provide interpretation and guidance.
Communicating with licensing agencies to obtain necessary documentation.
Exercise sound independent judgement, including the ability to interpret County policies and perform outreach to broad internal and external constituencies.
Develop standard operating procedures.
Assist in the absence of qualified personnel including but not limited to the Central Permitting counter tasks.
Performs other related duties as required.
