About The Position

The VA Eastern Oklahoma Health Care System, Nursing Specialty Service, is recruiting two Licensed Practical Nurses for the James Mountain Inhofe VA Medical Center in Tulsa. This GS-7 role performs complex practical nursing assignments and requires comprehensive nursing knowledge and skills in specialized procedures and practices. The nurse works under remote supervision of a registered nurse or physician and exercises independent technical judgment under general supervision.

The position combines clinical support with telehealth imaging and visit facilitation. The nurse performs telehealth imaging, including tele-retinal screening, tele-dermatology, and tele-wound care, as well as additional programs as technology becomes available. Guided by local policy and standing orders, the imager may initiate patient consultations on behalf of the primary care provider, who retains responsibility for patient care. The nurse educates patients about imaging and supports the clinical, business, scheduling, and technical aspects of real-time telehealth services, including mental health, primary care, rehabilitation, and patient education clinics.

The nurse uses videoconferencing, telehealth technology, and scheduling software to coordinate patients, providers, staff, and resources. Duties also include education and training, documentation, workload capture, and assisting with patient care under the direct supervision of an independently licensed healthcare provider. Cross-training may include collecting vital signs and other clinical components of primary care visits as directed by policy or clinic standards.

The schedule is Monday through Thursday or Tuesday through Friday, with 10-hour shifts; compressed or flexible scheduling is available. Telework and virtual work are not authorized. The position is permanent, and relocation assistance and recruitment or relocation incentives are not authorized.

Requirements

• U.S. citizenship, subject to the stated exception for non-citizens when qualified citizens cannot be recruited.
• Proficiency in written and spoken English.
• Graduation from an approved practical or vocational nursing school, or an applicable stated education exception.
• Full, active, current, and unrestricted LPN or LVN licensure in a U.S. state, territory, commonwealth, or the District of Columbia, subject to the stated provisions for license restrictions or disciplinary history.
• At least one year of additional qualifying experience at the GS-6 level or equivalent, fully meeting GS-6 LPN/LVN performance requirements.
• Knowledge and skills for specialized patient care duties in selected, more complex inpatient or outpatient settings.
• Ability to contribute current patient-care information to the patient's health plan and carry out assigned nursing interventions.
• Ability to assist an RN or physician with prioritizing patient care and adjusting care plans.
• Ability to recognize subtle physical and emotional changes, document care and patient responses, and seek assistance for changes requiring higher-level intervention.
• Ability to administer prescribed medications and treatments according to established policies and procedures, and record administration and patient responses.
• Ability to recognize signs of potential or actual drug reactions and promptly report changes to the RN or physician.
• Ability to recognize urgent or emergent patient-care situations, seek assistance, and intervene as directed.
• Ability to support patients and families in promoting healthy lifestyles and to communicate effectively with patients or family members who may be difficult to care for or communicate with.
• Ability to use specialized practical nursing knowledge and skills, contribute to care improvement, and serve as a resource or mentor to other staff.
• Must pass a pre-employment physical evaluation or examination and applicable background/security investigation.
• Must complete required onboarding and application documentation and participate in the seasonal influenza vaccination program.
• Male applicants born after December 31, 1959, must be registered with Selective Service.
• Selected applicants must serve a one- or two-year trial period.

Responsibilities

• Administer prescribed medications accurately and promptly under general supervision; observe, document, and report effects or reactions.
• Assist the RN or physician in prioritizing patient care needs and adjusting care delivery plans.
• Observe subtle physical and emotional changes in patients, document care and responses, and promptly report changes requiring higher-level intervention.
• Perform telehealth imaging, including tele-retinal screening, tele-dermatology, and tele-wound care, along with other programs as technology becomes available.
• Initiate patient consultations when guided by local policy or standing orders, while the primary care provider retains responsibility for patient care.
• Educate patients about the imaging process.
• Facilitate clinical, business, scheduling, and technical aspects of real-time telehealth applications, including tele-mental health, primary care telehealth, telerehabilitation, and tele-patient education clinics.
• Use videoconferencing technologies, telehealth technology, and scheduling software to coordinate staff, resources, patients, and providers.
• Provide patient and staff education and training, complete documentation, and assist with workload capture needed to complete visits or training.
• Assist with patient care under the direct supervision of an independent licensed healthcare provider; may be cross-trained to collect vital signs and other primary care visit components as directed by policy or clinic standards.
• Recognize potential urgent or emergent situations, seek assistance, and intervene as directed to support safe patient care.
• Support and monitor the practice of non-licensed nursing or medical staff in patient care delivery and report deviations from normal practice patterns.
• Seek educational opportunities and help other staff advance their nursing practice.
