About The Position

The Library Services & Programming Manager serves as the City Librarian's principal administrative partner and designated representative, providing leadership for public-facing service divisions while assisting with overall administration of the Tyler Public Library. This position oversees Youth & Family Services and Outreach & Programming and collaborates with library managers to advance strategic initiatives, develop policies, improve services, and achieve organizational goals. The Library Services & Programming Manager serves as Acting City Librarian in the absence of the City Librarian and represents the Library before City leadership, community organizations, and the public as assigned. As a member of the Library Leadership Team, the Business & Operations Manager collaborates with the City Librarian, Library Services & Programming Manager and Library Collections & Technical Services Manager to ensure effective and coordinated library operations. The Library Services & Programming Manager promotes exceptional public service, operational excellence, employee development, and organizational effectiveness while supporting the Library's strategic goals and the mission of the City of Tyler.

Requirements

  • ALA-accredited Master of Library Science or Master of Library and Information Science degree
  • Minimum of (5) five years of public library experience required
  • At least three years of successful public library management/supervisory experience required
  • Excellent customer service skills.
  • Strong organizational and time management skills.
  • Excellent interpersonal, communication, and conflict-resolution skills.
  • Ability to coordinate workflow and prioritize competing responsibilities.
  • Ability to train, mentor, and support coworkers in a collaborative environment.
  • Ability to exercise sound judgment, maintain confidentiality, and work independently.
  • Ability to establish and maintain positive working relationships with staff, patrons, and community members.
  • Communicates effectively in person, by telephone, and electronically.
  • Proficiency with library systems and databases.
  • A high degree of proficiency in MS Office suite including Excel, Word and PowerPoint.
  • Ability to work a regular schedule that may include a combination of days, evenings, and weekends.
  • Frequently stands, walks, bends, reaches, and stoops.
  • Lifts and carries materials weighing up to 30 pounds.
  • Pushes and pulls fully loaded book carts.
  • Performs repetitive hand and wrist movements while operating computers and handling library materials.

Responsibilities

  • Assists the City Librarian in planning, directing, evaluating, and improving library operations and long-range initiatives.
  • Serves as a member of the Library Leadership Team and collaborates with library managers on organization-wide initiatives, strategic planning, and organizational priorities.
  • Participates in organization-wide decision-making, policy development, and strategic planning.
  • Serves as Acting City Librarian in the absence of the City Librarian.
  • Represents the City Librarian at meetings, committees, and community events as assigned.
  • Assists with organizational planning, policy development, and long-range initiatives.
  • Provides leadership and guidance on organization-wide initiatives and serves as a collaborative resource to department managers, while respecting established supervisory relationships.
  • Identifies, develops, and manages grant opportunities to support library services, strategic initiatives, and special projects, including proposal development, grant administration, compliance, and reporting.
  • Directly supervises the Library’s public facing services division including Youth & Family Services, as well as Outreach & Programming.
  • Establishes departmental goals, priorities, service standards, and performance expectations aligned with community needs and organizational objectives.
  • Supervises departmental staff by providing coaching, mentoring, and professional development opportunities.
  • Recruits, hires, onboards, coaches, evaluates, and develops assigned staff and supports succession planning, performance management, and disciplinary processes in accordance with City policies.
  • Fosters a culture of accountability, innovation, inclusion, and customer service excellence.
  • Serves as the Manager on Duty as assigned, providing operational leadership, supporting and supervising library staff, and resolving complex patron concerns to ensure consistent, high-quality library service.
  • Maintains effective communication with staff, the public, City departments, community organizations, and external partners.
  • Provides effective communication on procedures and processes to staff and the public.
  • Works with appropriate staff to develop improved processes, procedures, and enhancements.
  • Collects, analyzes, and reports library statistics and performance measures to support strategic planning, operational decision-making, budget development, and reporting.
  • Develops and manages the Library's programming and services budget, negotiates vendor and programming agreements, and oversees the acquisition of materials accordingly.
  • Serves as the Manager on Duty as assigned, providing operational leadership, supervising library staff, coordinating library operations, and resolving complex patron concerns to ensure safe, consistent, high-quality library service.
  • Follows all legal and policy requirements related to patron privacy and custodianship of patron records.
  • Engages in continuous professional development to stay current with best practices.
  • Performs other related duties as assigned
