About The Position

As part of CTFK’s International Legal Consortium (ILC), the Legal Advisor provides legal and policy support to advocates and lawyers in low- and middle-income countries, while engaging in legal capacity-building initiatives. This role analyzes existing policy measures, reviews draft legislation and regulations, and supports the development of unique global tobacco control law and policy resources. The Legal Advisor will collaborate closely with CTFK’s country and regional teams and partners to ensure tobacco control measures align with the WHO Framework Convention on Tobacco Control (WHO FCTC). A key responsibility will be the development and management of global legal and policy resources essential to the ILC’s mission of providing expert technical assistance to tobacco control lawyers and advocates.

Requirements

  • A Juris Doctor degree (or the equivalent first level legal degree awarded by a law school accredited by the national authority responsible for accreditation).
  • Five+ years of legal, legislative, and/or international experience in tobacco control, public health, environmental, consumer protection, human rights, or similar public interest legal fields.
  • Demonstrated legal, analytical and policy advocacy skills.
  • Excellent writing and research abilities.
  • Strong attention to detail and organizational skills.
  • Strong cross-cultural communication and teamwork skills.
  • Ability to balance/prioritize multiple tasks in a fast-paced, dynamic environment.
  • Experience with building capacity/training of government staff and advocates on public health, environmental, human rights, or consumer protection legal issues is a plus.
  • Litigation experience is a plus.
  • Experience working with web-based platforms or applications is required.
  • Fluency in English is required; Proficiency in Portuguese is strongly preferred.
  • Experience living and/or working in a low- or middle-income country is a plus.
  • Ability to travel internationally is required.

Responsibilities

  • Engage with all aspects of tobacco control law and policy supported by the ILC, including measures in the WHO FCTC, its Guidelines for implementation, and decisions adopted by the WHO FCTC Conference of the Parties.
  • Support one or more of CTFK’s multi-disciplinary country or regional teams, including teams focused on lusophone African countries.
  • Provide legal analyses of legislation, regulations, and tobacco control litigation, as well as other initiatives at the country level on an ongoing basis.
  • Draft legislation or regulations and support revisions throughout the process.
  • Review and analyze tobacco industry aligned proposals, identifying and addressing weak provisions or loopholes.
  • Provide analysis of and support on in-country litigation involving tobacco control.
  • Conduct legal and policy research and assist in maintaining a library of global regulations related to tobacco and nicotine products.
  • Plan and participate in workshops and trainings to enhance in-country legal capacity for tobacco control law and policy.
  • Contribute to the growth and maintenance of ILC’s unique legal resource, Tobacco Control Laws (https://www.tobaccocontrollaws.org), which houses analyses of countries’ tobacco control legislation and litigation from around the world.
  • Provide proactive and reactive legal and policy support and supervise the work of consultant lawyers, as needed.
  • Provide input to CTFK reports to donors and other administrative tasks.
  • Review documents or briefings for legal accuracy.
  • Provide other proactive and reactive legal services related to tobacco control as needed by the ILC and CTFK.
