About The Position

The Strategic Integrated Liaison (SIL) will be directly responsible to the Director of Special Populations and the Associate Director of Federal Programs & Leadership. The SIL will provide a suite of initiatives and support by managing data and projects in the field for educators and students; assist and support disaggregation and analysis of regional data comprehensive of special education and disproportionality; serve as a liaison between Region 18 local education agencies, Region 18 ESC and the Texas Education Agency; and assist LEA’s with collaboration of general education and special education programs and/or services to ensure the advancement in the achievement with students with disabilities. Support LEAs through the coordination of data analysis and implementation of targeted strategies that will have an immediate impact for serving students with disabilities. Assist LEAs with the alignment of general and special education programs and services to ensure the advancement of the achievement of students with disabilities. Plan, develop, conduct, and/or facilitate staff development designed to raise the level of student achievement in Region 18 LEAs. Assist with compiling, analyzing, and/or interpreting data, such as student performance in relation to state standards and program evaluation, to attain program excellence. Secure the aid of resource persons and consultants to supplement and enrich programs of local schools. Assist with the development of procedures for evaluating the effectiveness of service center programs and recommend modifications as needed to attain ESC goals. Keep abreast of current instructional practices and techniques, professional literature, and state and federal regulations related to job responsibilities. Acquire, develop, and demonstrate new skills by participating in cross-functioning teams. Maintain open communication and confidentiality in accordance with the Texas Professional Standards of Ethics. Assist LEAs with enriching and improving student performance, effectively using elements of the planning process which include assessment, goal setting, objective development, resources, identification, timeline establishment, and evaluation design. Exhibit a professional demeanor when communicating with clients. Perform other duties as assigned by the Director of Special Populations, the Associate Director of Federal Programs & Leadership and/or other ESC administrators.

Requirements

Master’s degree
Texas certification in Special Education and Mid-Management
At least five years administrative experience preferred
Quantifiable and clear experience improving student achievement

Responsibilities

Work with LEA leadership teams to increase the knowledge, skills, and motivation of LEA teams utilizing a fidelity of implementation rubric for systems change.
Jointly facilitate meetings with LEA leadership teams using the gradual release process, which includes current state analysis, multi-year strategic planning, goal setting, and implementation planning.
Utilize data analysis and LEA input to create a plan for systems change that includes sustainability of progress to identify a problem, reflect critically on end-user input, root causes and potential solutions, and maintain a cadence of internal accountability.
Align LEA strategic goals, activities, and priorities with the Texas Education Agency (TEA) and ESC ecosystem of support.
Curate statewide resources tailored to the LEA-specific needs to support the implementation of MTSS and composition.
Ensure quality data collection and submission of metrics and other applicable project reporting.
Support LEAs with composition or MTSS systems-level change management by providing executive level coaching and supporting the LEA with facilitated continuous improvement.
Coordinate or provide LEA leadership learning opportunities through targeted professional development, implementation support, coaching related to composition and MTSS, and ongoing connection and integration of Texas Strategic Leadership (TSL), Effective Schools Framework (ESF), Effective Districts Framework (EDF), High-Quality Instructional Materials (HQIM), Texas Instructional Leadership (TIL), any other TEA initiatives, and resources/services provided by the ESC.
Embed appropriate use of collaborative problem-solving approaches to achieve program goals (i.e. Design Thinking, 4 Disciplines of Execution (4DX) processes, executive systems coaching).
Obtain all required certifications as a SIL, including but not limited to systems-level coaching, change management, and MTSS or composition.
Prioritize, protect, and attend all required ESC SIL week activities and participate in feedback loops and collaborative activities that connect policy and practice statewide.
Engage in routine collaboration and coaching with the TEA and Lead SILs.
Participate in ongoing professional development to build leadership, communication skills, and content knowledge to support continuous improvement and a growth mindset.
Participate and demonstrate content knowledge, specifically connected to statewide initiatives such as Tiered Interventions using Evidence Based Research (TIER), composition, school accountability and improvement frameworks, TIL, and other TEA-aligned projects.
Support LEAs with composition or MTSS systems-level change management by providing executive level coaching and supporting the LEA with facilitated continuous improvement.
Coordinate or provide LEA leadership learning opportunities through targeted professional development, implementation support, coaching related to composition and MTSS, and ongoing connection and integration of Texas Strategic Leadership, Effective School Framework, Effective Districts Framework, High-Quality Instructional Materials, Texas Instructional Leadership and any other TEA initiatives, and resources provided by Region 18.
Embed appropriate use of collaborative problem-solving approaches to achieve program goals. (i.e. Design Thinking and 4 Disciplines of Execution (4DX) processes, executive systems coaching).
Working primarily with LEA district leaders to increase the knowledge, skills, and motivation of LEA teams to analyze data relevant to the district’s systems and structure.
Delivers or organizes regional professional development and support to LEAs regarding monitoring effectiveness of Multi-Tiered Systems of Support.
Prioritize, protect, and attend all required ESC SIL week activities; participate in feedback loops and collaborative activities that connect policy and practice statewide.
Proactively seek information and resources for regional growth in identified areas of need.
Design and implement a process for maintaining profiles for each LEA.
Assists in the development and implementation of an annual plan of services and regional SECIP and manages the metrics and deliverables for this project and report those to the Director of Special Populations and Texas Education Agency as requested and submits required reports in proper format and within timelines.
Collaborates with the ESC Region 18 Special Education Director and component to coordinate regional functions and initiatives with statewide efforts.
Establish standards for achieving goals related to priority projects and requirements.
Represents the region at meetings, conferences, and committees; conduct training and presentations related to state and federal special education requirements, recommendations, best practices as determined by department director.
Informs the Director of Special Populations of current programs/services, personnel matters and client needs and assists to oversee the effective execution of support and services for special education.
Remains current and knowledgeable of educational laws, guidelines, and research.
Attendance at the worksite is required.
Perform other duties as assigned by the Director of Special Populations, Associate Director of Federal Programs & Leadership and/or other ESC administration.
