About The Position

This position is within the Small Business/Self Employed (SBSE) division of the IRS. The SBSE division focuses on serving taxpayers who operate businesses or are self-employed. The specific role involves leading a team of tax examining technicians, ensuring the timely and accurate completion of workload, and performing tax closing procedures. The position requires a strong understanding of tax examination processes and the ability to guide and monitor the work of others.

Requirements

  • 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service.
  • Applying tax examination workload procedures and technical duties to review and resolve taxpayer account issues.
  • Providing authoritative guidance to employees, including assistance with complex or unusual cases to ensure compliance and to identify, correct, and prevent errors in completed work.
  • Utilizing organizational terminology, quality assurance principles, and reporting data to coordinate workflow, monitor production, and resolve operational problems, including identifying trends, errors, and workflow issues and ensuring adherence to established procedures.
  • Applying administrative policies, procedures, and support functions to assist the supervisor in managing day-to-day operations, support performance monitoring, and performing in an acting supervisory capacity when necessary.
  • Managing the end-to-end workflow within the function processes and systems to evaluate employee performance and skill levels, assign work appropriately, and maintain balanced workloads.
  • Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate (Time After Competitive Appointment - TACA).
  • For positions above GS-05, applicants must meet applicable time-in-grade requirements (one year at the next lower grade level).

Responsibilities

  • Distribute and balance the workload among employees in accordance with established work flow or job specialization, assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy.
  • Keep in touch with the status and progress of work, and make day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly.
  • Estimate and report on expected time of completion of work, and maintain records of work accomplishments and time expended and prepare production reports as requested.
  • Amend or reject work not meeting established standards, refer to supervisor questions or matters not covered by standards and problems in meeting performance standards.
  • Perform less complicated tax closing procedures using systems such as Integrated Data Retrieval System (IDRS), Integrated Automation Technologies (IAT), Report Generation Software (RGS), Enterprise Case Management (ECM), and other automated applications to close cases and/or control bases.
  • Review taxpayer returns, supporting documents, and account information to identify missing, incomplete, or inaccurate data.
  • Research routine account discrepancies.
  • Update taxpayer records.
  • Make less complicated tax adjustments in accordance with established procedures and guidelines.
  • Provide authoritative guidance to employees, including assistance with complex or unusual cases to ensure compliance and to identify, correct, and prevent errors in completed work.
