About The Position

Chimera Enterprises International is seeking a Lead Security Specialist (Lead Personnel Security and Facility Specialist) to support the U.S. Department of Homeland Security (DHS) Office of Health Security (OHS) Immediate Office (IO) and Mission Support Operations (MSO). The ideal candidate will have specialized experience in personnel and facility security operations, adjudication, and background investigations. The Lead Security Specialist will support OHS by providing critical expertise in the development and drafting of security standard operating procedures (SOPs), managing document control, and facilitating comprehensive security training programs. This role involves coordinating physical and industrial security protocols, ensuring compliance with DHS policies, and providing strategic support to senior leadership. The mission is to strengthen the Nation's health security by ensuring the safety and security of DHS OHS personnel, facilities, and classified information. This position directly supports OHS's critical need for personnel security and facility support, contributing to the agency's operational readiness in a complex health security environment.

Requirements

  • Active Top Secret/SCI (TS/SCI) clearance.
  • In-depth knowledge of investigative requirements for the performance and adjudication of Background Investigations (BIs).
  • Experience in reviewing and evaluating Reports of Investigations (ROIs) on applicants, contractors, and employees.
  • Proven ability to make security and suitability determinations within the limits of agency delegated authority.
  • Proficient writing skills for preparing written evaluations and statements of issues.
  • Proficiency in keyboard skills and utilizing computers in a Windows environment.
  • High School Diploma or equivalent.
  • At least three (3) years of specialized experience in adjudication, background investigations, and personnel/facility security.

Responsibilities

  • Support the development and drafting of OHS security standard operating procedures (SOPs), including SCI and collateral development and operations.
  • Provide document control and accountability of classified information, and draft procedural guidance to support classification management marking guides.
  • Develop and deliver critical security training for OHS personnel, including Annual Security Awareness, Derivative Classification, SCI, OPSEC, and New Hire onboarding.
  • Maintain the OHS OPSEC program, provide security briefings for all staff, and maintain access control for OHS spaces.
  • Coordinate with the DHS Physical Security Section for the installation and maintenance of security hardware, conduct tests of collateral area hardware (alarm systems/safes/swipe access), and manage the GSA approved container lifecycle.
  • Conduct vulnerability assessments and site surveys to identify weaknesses and evaluate OHS security systems.
  • Manage the incoming foreign visitor program, submit and receive visit authorization requests, and track foreign visitors through ISMS, FAMS, and CI.
  • Maintain security-related personnel records, support new hire requests, and prepare DOE Q clearance requests.
  • Identify classified collateral contracts, assist in preparing DD 254s, and coordinate program-wide assessments of collateral programs relative to Industrial Security requirements.
