About The Position

L3Harris’ Spectrum Superiority (S2) sector is currently seeking a Lead, Program Management to join our team. This position will be based at our Carlsbad, CA site and will contribute to the company’s success by providing onsite guidance and oversight for our portfolio of IRAD programs. The Lead, Program Management role will lead multi-functional teams in program execution, financial management, risk & opportunity management, proposal and production execution. The role is responsible for technical excellence, cost control, schedule adherence, and alignment with corporate growth and technology roadmaps. Overall, it serves as the primary leader accountable for program performance, risk management, stakeholder engagement, and cross-functional integration.

Requirements

  • Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Experience managing IRAD portfolios or technology development initiatives, including planning, prioritization, budgeting, execution oversight, and transition of technologies into programs or products.
  • Experience in program or project management of leading cross‑functional or cross‑departmental project teams.
  • Strong understanding of the technology maturation lifecycle, risk management, and milestone-driven development practices.

Responsibilities

  • Lead multi-functional teams in program execution, financial management, risk & opportunity management, proposal and production execution.
  • Provide onsite guidance and oversight for a portfolio of IRAD programs.
  • Ensure technical excellence, cost control, and schedule adherence.
  • Align programs with corporate growth and technology roadmaps.
  • Serve as the primary leader accountable for program performance, risk management, stakeholder engagement, and cross-functional integration.
  • Develop and implement program strategies, plans, and objectives that align with the organization's goals.
  • Lead and mentor project managers and teams to achieve program milestones and deliverables.
  • Coordinate cross-project activities and facilitate collaboration across multiple departments and stakeholders.
  • Manage program budgets, ensuring resources are allocated effectively and financial objectives are met.
  • Provide regular updates to senior management and key stakeholders.
  • Identify and mitigate program risks, implementing solutions to overcome obstacles and challenges.
  • Ensure compliance with relevant regulations, industry standards, and organizational policies.
  • Drive continuous improvement within the program, leveraging best practices and lessons learned from project execution.
  • Develop and present status, value assessments, and investment strategies to senior leadership.
  • Partner with engineering, business development, and strategy teams to align IRAD investments with long‑term business objectives and customer needs.
