About The Position

The Chattanooga Housing Authority (CHA) seeks a qualified individual for the full-time position of Lead Maintenance Technician. The deadline to submit applications is Friday, August 7, 2026. The Lead Maintenance Technician provides assistance to the Maintenance Services Manager for all maintenance activities related to the administration of the maintenance program for the assigned affordable housing sites in conformance with applicable laws, regulation, and CHA policies. To the extent possible, assists with assuring the maintenance budget, unit turn, and property condition performance norms for site are met or exceeded. When thresholds cannot be met, assists the Maintenance Services Manager with developing strategies that will progress toward meeting the performance thresholds.

Requirements

  • Basic command of English, spelling, punctuation; ability to understand, follow, and present instructions and ideas, both orally and in writing.
  • Ability to make basic arithmetic computations.
  • Knowledge of and skills in the site management, operations, and procedures an affordable housing development, as they relate to the maintenance function.
  • Knowledge of equipment and tools applicable to multi-family housing maintenance and repair, cleaning, and painting.
  • Knowledge of custodial functions and appropriate use of cleaners, solvents, and chemicals applicable to multi-family housing maintenance and repair.
  • Knowledge of and skill in operating equipment used in property maintenance, cleaning, repair and painting; optimally including specialized knowledge such as plumbing, electrical, carpentry, HVAC, painting and/or appliances.
  • Knowledge of affordable housing property condition standards, such as Uniform Physical Conditions Standards (UPCS) and Housing Quality Standards (HQS).
  • Knowledge of OSHA and safety rules and procedures.
  • Ability to work productively in less than ideal conditions, e.g. noise, high traffic areas, etc.
  • Must possess a valid driver’s license, have reliable transportation with required liability insurance, and be insurable under CHA’s automobile insurance.
  • Criminal background checks and drug screening will be performed on all applicants.
  • Must be able to respond to property maintenance emergencies during non-CHA work hours, if needed.
  • Must provide own basic tools (see “Minimum Required Hand Tools” list).

Nice To Haves

  • Graduation from an accredited college, university or recognized vocational program, with major course work in construction management, maintenance or related field; with at least 3 years of experience in the construction, multi-family housing maintenance, or building facilities maintenance industries is preferred.
  • Completion of both the electrical and plumbing training courses provided by CHA is preferred.

Responsibilities

  • Establishes and maintains effective working relationships with CHA employees, residents, service providers and contractors, always displaying a friendly and courteous attitude.
  • Assists with planning, organizing, directing, and coordinating the maintenance program for the assigned site, in accordance with the overall site goals set by the Community Manager, in collaboration with the Maintenance Services Manager.
  • Assists the Maintenance Services Manager to ensure a clean, orderly and safe maintenance shop, equipment storage, and supply inventory areas, as directed. Assists the Maintenance Services Manager to ensure shop tools and equipment are maintained to recommended standards to assure equipment safety and longevity, as directed.
  • Assists the Maintenance Services Manager to ensure the cleanliness, functionality, safety and appearance of buildings, systems, grounds, facilities, and dwelling units; additionally assists the Maintenance Services Manager to ensure that maintenance and repairs completed by site maintenance staff utilize good workmanship, sound maintenance practices and meets applicable property condition standards for the program, such as those specified by the HUD Real Estate Assessment Center (REAC).
  • Collaborates with the Maintenance Services Manager to develop an appropriate preventative maintenance program for the assigned site to maximize site longevity and minimize long-term costs; assists the Maintenance Services Manager to ensure ongoing adherence to the approved site preventative maintenance program, as directed.
  • Monitors work order requests, ensures completion within time frames dictated by CHA policy or in accordance with best practices for site maintenance operations, as directed by the Maintenance Services Manager. Assists the Maintenance Services Manager to ensure that work order information and status are promptly and completely documented in the work order system.
  • Assists the Maintenance Services Manager and Community Manager with monitoring and planning for current and upcoming vacant units. Assists the Maintenance Services Manager with inspecting vacated apartments and completes make-ready assessments to assure units will meet property condition standards when units are ready for re-leasing, as directed. Assists the Maintenance Services Manager with directing the maintenance team to perform identified services and repairs; additionally assists the Maintenance Services Manager with verifying work completion to property condition standards and vacant-ready status.
  • Provides oversight and assists with monitoring emergency and non-emergency after-hours maintenance work, to assure quality and efficiency, as directed by the Maintenance Services Manager.
  • Monitors inventory of maintenance supplies, materials, parts and building components needed for the assigned site, and assists the Maintenance Services Manager to assure adequate stock to optimize material availability while minimizing inventory costs.
  • Procures necessary goods and services in a timely fashion and in accordance with CHA procurement policy, in order to accomplish site maintenance objectives and prevent lost time due to material/parts unavailability, as directed by the Maintenance Services Manager. Monitors contractors or service providers to assure agreed quality standards are met; notifies the Maintenance Services Manager when standards aren’t met.
  • Collaborates with the Maintenance Services Manager to provide periodic reports to the Community Manager on maintenance activities (preventative maintenance, work orders, unit turns, service providers, program/regulatory).
  • Provides assistance to the Maintenance Services Manager to ensure the operation of the site maintenance program and site maintenance personnel are in compliance with laws and regulations pertaining to maintenance activities, including building and fire codes, Occupational Health and Safety standards, and the CHA’s Personnel Policy Handbook.
  • Supervises and provides guidance to site maintenance staff, when the Maintenance Services Manager is not available; when the Maintenance Services Manager is not available, coordinates with the Community Manager on site staff issues. Assists with handling employee matters such as discipline, performance evaluations, and grievances, as directed. Assists the Maintenance Services Manager with conducting regular staff meetings to communicate CHA strategy and policy.

  • Keeps abreast of HUD, federal, state, and local rules and regulations impacting assigned programs and makes recommendations to the Community Manager.
  • Establishes and maintains effective working relationships with the CHA Board, employees, residents, participants, landlords (as applicable), contractors, as well as city, state, and federal officials and works harmoniously with community stakeholders.
  • Attends and/or participates in various meetings related to the CHA as required.
  • Reports consistently to assigned work location(s) in accordance with established work schedule. Must be reliable.
  • Provides outstanding customer service by responding to phone calls, emails, and written correspondence in a timely, efficient, and appropriate manner.
