About The Position

The Lead I, LEAP Digital Eligibility Specialist, will work in a temporary position working within LEAP (Colorado Low-income Energy Assistance Program). The Lead Digital Eligibility Specialist will assist the Eligibility Supervisor in the oversight of LEAP for the Colorado Department of Human Services administered by Goodwill of Colorado. Assist in the training, development, scheduling, tracking, and monitoring of the LEAP staff for the following divisions: Digital Eligibility Specialist.

Requirements

  • A High School diploma or equivalent with a minimum of two (2) years of clerical and administrative experience in an office environment.
  • Experience as an Eligibility Specialist with the LEAP Program is required.
  • Proficiency in substantial computer use.
  • Math skills.
  • Ability to accurately type 30 words per minute.
  • Excellent written and verbal communication skills.
  • Ability to interact with various types of internal and external customers and agencies in a high stress environment.
  • Ability to speak convincingly to staff members.
  • Conduct oneself in a professional manner and maintain a professional appearance that enhances the firm’s reputation while demonstrating leadership qualities.
  • Maintain accurate records with attention to detail.
  • Must reside in the State of Colorado.
  • Must have valid Colorado State driver license.
  • Must have valid vehicle insurance, valid driver license, and vehicle must be in roadworthy condition (if using personal vehicle for company business).

Responsibilities

  • Attend State LEAP training and continue to develop a thorough working knowledge of LEAP in order to support the program.
  • Be responsible for compliance expectations for the Eligibility Specialist assigned to application processing.
  • Assist with training on all state access and utility vendor portals.
  • Explain eligibility criteria to LEAP applicants and agencies, receive and review for completeness prior to securing verification to process applications and determining LEAP benefit.
  • Responsible for contacting vendors, applicants, and other agencies for information as well as always maintaining caseloads and confidentiality.
  • Work all cases within the allotted time frames as required by the State LEAP office, i.e., emergency applications within 18 days and regular applications within 30 days.
  • Extract verification of data from the following data bases; Colorado Benefits Management System (CBMS), Child Support, Systematic Alien Verification for Entitlements (SAVE), State of Colorado OIT Mainframe State Verification and Exchange System (SVES), Colorado Department of Motor Vehicles (DMV), Colorado Department of Labor and Employment (DOLE), ebtEDGE, and utility vendor portals as a preliminary step for determining eligibility and processing LEAP applications.
  • Assist the Eligibility Supervisor in the reviewing of the Digital Eligibility Specialists until they have met the required set goal for processing.
  • Review key Salesforce reports and provide daily reporting of data and processing compliance with the Eligibility Supervisor.
  • Assist in conducting ongoing random case-file reviews to ensure data integrity and timely compliance.
  • Motivate the members of the LEAP team and support their development through appropriate and effective supervision and guidance.
  • Provide work direction and guidance to Digital Eligibility Specialists and must be committed to providing timely feedback regarding the quality of case completion and work to create an environment of “Teamwork and Trust” throughout the LEAP organization.
  • Seek and implement ways to provide cross training opportunities for retention and development.
  • Demonstrate creative Leadership by identifying valuable new ideas and will possess the ability to implement them.
  • Responsible for anticipating staffing and training needs within the department.
  • When staffing levels are not appropriate, advocate and persuade the Eligibility Supervisor to make changes necessary as well as ensuring staffing coverage is appropriate by attendance tracking.
  • Supervise temporary staff in their day-to-day activities and provide staff training and development.
  • Provide timely feedback and guidance to staff on rules and regulations, policies, and procedures.
  • Provide coverage, assist and oversee the PEAK Eligibility Specialists alongside and in the absence of the Lead PEAK Eligibility Specialist.
  • Establish and maintain a positive and professional relationship with all customers, vendors, clients, and human services agencies presenting a positive image of the company.
  • Work and communicate successfully as a team leader.
  • Maintain sound and positive working relationships with all Goodwill of Colorado employees, Colorado Department of Human Service’s personnel, utility vendors, community partners, and the community at large.
  • Perform other duties as requested by the Eligibility Supervisor, Operations Supervisor and/or Operations Manager.
