About The Position

The Digital Eligibility Specialist, LEAP will work in a temporary position working within LEAP (Colorado Low-income Energy Assistance Program) to process applications for eligibility determination of LEAP benefits. This role involves attending mandatory State LEAP training, developing a thorough working knowledge of LEAP, and supporting the program and other LEAP staff. Key responsibilities include extracting verification of data from various databases, explaining eligibility criteria, receiving and reviewing applications for completeness, and contacting vendors, applicants, and other agencies for information while maintaining caseloads and client confidentiality. The specialist must work all cases within allotted time frames, track cases for sending approval and denial notices, address applicant issues, and work with vendors/utilities to guarantee payments in emergencies. Adherence to established goals and ensuring program objectives are met is crucial. The role also requires establishing and maintaining positive and professional relationships with customers, vendors, clients, and human services agencies, and performing other duties as requested.

Requirements

A High School diploma or equivalent is preferred.
A minimum of two (2) years of clerical and administrative experience in an office environment.
Demonstrate proficiency in grammar, math skills, computer use.
Ability to accurately type 30 words per minute.
Must have a professional demeanor and appearance that enhances the organization’s reputation.
Must provide excellent customer service to applicants, vendors, and agencies.
Must have excellent written and verbal communication skills.
Demonstrate the ability to interact with various types of internal and external applicants and agencies in a high stress environment.
Must be able to maintain accurate records and be detailed oriented.
Overtime and weekend hours may be required.
Must comprehend and have a working knowledge of applications received via the Leap application form, PEAK, and telephonic applications.
May be disqualified if they have a criminal record for illegal drug use or sale, financial fraud, identity theft, physical abuse, crimes involving violence and/or theft.
Must provide valid Colorado State driver license.
Must be able to operate company vehicle, and adhere to all Federal, State, and local laws governing vehicle operation.
Must have valid vehicle insurance, valid driver license, and vehicle must be in roadworthy condition if using personal vehicle for company business.
Must reside in the State of Colorado.

Ability to drive for company business is preferred.
Upon completion of training and Supervisor approval, remote work option may be available.

Responsibilities

Attend mandatory State LEAP training and develop a thorough working knowledge of LEAP to support the program and other LEAP staff.
Extract verification of data from various databases including CBMS, FSR, DOLE, DMV, SAVE, SVES, CDHS, and automated utility portals.
Explain eligibility criteria to LEAP applicants and agencies.
Receive applications and review for completeness prior to securing verification to process applications and determine LEAP benefit eligibility.
Contact vendors, applicants, and other agencies for information.
Maintain caseloads and confidentiality of all clients and staff.
Work all cases within the allotted time frames as required by the State LEAP office (emergency applications within 18 days and regular applications within 30 days).
Track cases to send out approval and denial notices within the allotted time.
Address and respond to applicant issues.
Work with the appropriate vendor/utilities to guarantee payments in emergencies to avoid discontinuance of services.
Adhere to established goals and ensure that the program’s goals and objectives are being met.
Establish and maintain a positive and professional relationship with all customers, vendors, clients, and human services agencies.
Perform other duties as requested by the Digital or PEAK App Lead, Eligibility Supervisor, Operations Supervisor and/or Operations Manager.
