About The Position

ICF is a global consulting and technology services company that helps clients solve complex challenges in energy, environment, and infrastructure. They are expanding their energy and DER program implementation teams to support new and existing contracts in California. The company works with energy utilities, Fortune 500 corporations, and various governmental agencies. This role is for a Lead Electrical Energy Engineer to support programs in renewables, decarbonization, energy efficiency, EVSE, and electrification in California. The position involves overseeing electrical engineering aspects of Demand Side Management (DSM) work in California, acting as ICF's Responsible Electrical Engineer for California. This includes oversight of proposals, contracts, SOWs, staffing, and QA/QC processes. The role also entails overseeing internal and subcontractor electrical engineering work for decarbonization, on-site renewables, electrification, demand response, and related power systems for buildings, processes, and facility EVSE. Additionally, the position will support Distributed Energy Resources (DER) project development and coordinate with various stakeholders in business development, contracting, management, program delivery, and engineering.

Requirements

  • Bachelor's or Master's degree in electrical engineering (or one year of related experience for one year of education).
  • Current professional electrical engineering license in California.
  • 8+ years of experience in electrical engineering in California and/or related experience.
  • 5+ years of experience as a lead designer of building power systems, including design QA/QC and acting as the engineer of record.
  • 2+ years of experience developing EE (Energy Efficiency), DER (Distributed Energy Resources), and/or related projects.
  • Valid driver's license and successful MVR check.
  • Proficiency in MS Office Applications (Word, PowerPoint, Project, Access, Outlook, Excel).
  • Ability to manage multiple projects simultaneously.

Nice To Haves

  • Advanced degree in electrical engineering.
  • Professional Engineer (PE) license in more states than California.
  • Experience using and applying the California Electrical Code and the National Electric Code (NEC) and/or related experience.
  • Making independent engineering judgment under licensure.
  • 5+ years analyzing building power systems and/or creating building power system drawings.
  • Demonstrated experience using one or more: SKM, ETAP, EasyPower, AutoCAD, Revit, BIM360 for design and/or analysis.
  • 5+ years of experience in working with decarbonization, renewables, EVSE charging analysis and/or design including building interconnection requirements.
  • Experience with the calculations and executing interconnection processes for CA utilities.
  • Certified Energy Manager (CEM).
  • Experience conducting ASHRAE Level 1, 2, and 3 audits using ASHRAE standard 211.
  • Demonstrated familiarity with building and/or industrial controls.
  • Familiarity with California energy codes (Title 20, Title 24), including CalGreen.
  • Familiarity with CA DSM programs (including EE, BE, DR, SGIP) and their requirements.

Responsibilities

  • Review proposals, contracts, and SOWs to determine if professional electrical engineering services are required and ensure compliance with California Energy Code, local codes, and company policies.
  • Provide input for staffing roles related to electrical engineering oversight and subcontractors.
  • Oversee and execute electrical engineering work, including technical analysis of existing and proposed conditions, design changes, utility interconnects, building electrical infrastructure, and costs.
  • Develop conceptual designs.
  • Provide quality control oversight for analysis performed by other staff.
  • Write reports documenting existing power system conditions, proposed design changes, and project costs.
  • Facilitate discussions with internal and external stakeholders to define electrical engineering needs and requirements.
  • Coordinate SOW requirements and project-level analysis/conceptual design work with stakeholders.
  • Work with customers, vendors, and outreach staff to develop DER projects for public sector facilities in Southern California.
  • Perform field audits to understand customer operations, motivations, and identify energy efficiency opportunities.
  • Lead the identification, scoping, and development of custom decarbonization projects.
  • Scope potential opportunities, project budgets, and project timelines with customers and stakeholders.
  • Perform technical analysis to quantify baseline and measure case conditions, potential savings, costs, and other relevant parameters.
  • Perform advanced engineering calculations, including custom measure savings estimation using industry and internal calculators.
  • Write detailed reports documenting existing conditions, proposed measures, as-built operating conditions, project savings, and cost-effectiveness parameters.
  • Support customers in project implementation.
  • Work with customers and stakeholders to forecast project activities and ensure timely, on-budget project completion.
