About The Position

ICF is seeking a Lead Electrical Energy Engineer to support renewables, decarbonization, energy efficiency, EVSE and electrification programs in California. This role will have oversight of electrical engineering related to DSM work within CA, acting as the ICF California Responsible Electrical Engineer. Responsibilities include oversight of proposals, contracts, SOWs, staffing, and QA/QC processes. The position also involves overseeing electrical engineering work for decarbonization, on-site renewables, electrification, DR, and related power systems, as well as supporting DER project development. This role requires coordination with multiple stakeholders in business development, contracting, management, program delivery, and engineering.

Requirements

  • Bachelor's or Master's degree in electrical engineering (or one year of related experience for one year of education).
  • Current professional electrical engineering license in California.
  • 8+ years of experience in electrical engineering in California and/or related experience.
  • 5+ years experience as lead designer of building power systems, including design QA/QC and being the engineer of record.
  • 2+ years developing EE (Energy Efficiency), DER (Distributed Energy Resources) and/or related projects.
  • Valid driver's license and successfully pass a Motor Vehicle Records (MVR) check.
  • Must have reliable vehicle for up to 30% local travel within Southern California for site visits, meetings and events.

Nice To Haves

  • Advanced degree in electrical engineering.
  • Professional Engineer (PE) license in more states than California.
  • Experience using and applying the California Electrical Code and the National Electric Code (NEC) and/or related experience.
  • Making independent engineering judgment under licensure.
  • 5+ years analyzing building power systems and/or creating building power system drawings.
  • Demonstrated experience using one or more: SKM, ETAP, EasyPower, AutoCAD, Revit, BIM360 for design and/or analysis.
  • 5+ years of experience in working with decarbonation, renewables, EVSE charging analysis and/or design including building interconnection requirements.
  • Experience with the calculations and executing interconnection processes for CA utilities.
  • Certified Energy Manager (CEM)
  • Experience conducting ASHRAE Level 1, 2 and 3 audits using ASHRAE standard 211.
  • Demonstrated familiarity with building and/or industrial controls.
  • Familiarity with California energy codes (Title 20, Title 24), including CalGreen.
  • Familiarity with CA DSM programs (including EE, BE, DR, SGIP) and their requirements.

Responsibilities

  • Review proposals, contracts and SOWs to ensure compliance with California Energy Code, local codes, and company policies regarding professional electrical engineering services.
  • Provide input for staffing roles for electrical engineering oversight and subcontractors.
  • Oversee and execute electrical engineering work, including technical analysis of existing and proposed conditions, conceptual design development, and quality control oversight.
  • Write reports documenting power system conditions, design changes, and project costs.
  • Facilitate discussions with stakeholders to define electrical engineering needs and requirements.
  • Coordinate SOW requirements and project-level analysis/conceptual design with stakeholders.
  • Develop DER projects focused on public sector facilities in Southern California in collaboration with customers, vendors, and outreach staff.
  • Perform field audits to document customer operations, motivations, and identify energy efficiency opportunities.
  • Lead the identification, scoping, and development of custom decarbonization projects.
  • Scope potential opportunities, project budgets, and timelines with customers and stakeholders.
  • Perform technical analysis to quantify baseline and measure case conditions, potential savings, costs, and other relevant parameters.
  • Perform advanced engineering calculations and model energy performance using industry and internal calculators.
  • Write detailed reports documenting existing conditions, proposed measures, as-built operating conditions, project savings, and cost-effectiveness.
  • Support customers in project implementation.
  • Forecast project activities and ensure timely and on-budget project completion with customers and stakeholders.
