About The Position

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905. DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled. As Team Lead, serves as intermediary between the team and upper management. Articulates assignments, plans subordinate work, trains or arranges training, provides input to the supervisor on performance management and personnel administration. Plans, develops, and establishes the contract strategy for the overall acquisition program. Serves as negotiation Team Leader and spokesperson for the Government during complex contract negotiations. Directs/performs the full range of contract administration; provides direction for solving the extremely complex technical problems associated with the analysis and evaluation of complex administration issues. Serves as technical authority and subject matter expert in all aspects of cradle-to-grave contracting, to include acquisition planning, solicitation, evaluation, award, post-award administration and contract closeout.

Requirements

  • Must be a U.S. Citizen or National
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment.
  • Registered for Selective Service (males born after 12-31-1959).
  • This position requires a SECRET clearance.
  • The incumbent must obtain Acquisition certification in the Contracting Functional Area at the Contracting Professional Functional Tier within 36 months of entry into this position, in accordance with DoD Instruction 5000.66.
  • Financial Disclosure (OGE-450) required.
  • Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
  • All applicants must provide a copy of transcripts at the time of application.
  • Specialized experience is defined as: Providing technical expertise in acquisition planning, developing acquisition packages, negotiating, awarding, administering and assessing contract performance while ensuring procurement policies or regulations compliance and improving organizational and mission effectiveness.
  • Selectee must have their Contracting Professional Certification (or be eligible for certification within 36 months of appointment) in the DAWIA Contracting Functional Area.
  • Acquisition workforce employees must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66.
