About The Position

This position is charged with the overall operational and managerial responsibility for the property management, procurement, and contracting program for the institution. The incumbent independently executes and administers contracts for supplies, services, or construction. They provide legal interpretation, counseling, training, and guidance in all areas of contract and procurement, including price analysis. The role involves analyzing requirements for supplies, equipment, and services for adequacy, obtaining additional data from the requisitioning activity as appropriate, and determining the most suitable method of procurement. The specialist seeks to improve production while ensuring all requirements of law, governing regulations, and security policies are met. They serve as the Administrative Contracting Officer (ACO) to monitor a contractor's performance in relation to the terms and conditions of the contract. Responsibilities include the administration, execution, and closeout of non-personal service contracts, construction contracts, supply or service contracts, and medical contracts. Along with all other correctional institution employees, the incumbent is charged with the responsibility for maintaining the security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Requirements

  • U.S. Citizenship is Required.
  • A 4-year course of study leading to a bachelor's degree with a major in any field OR at least 24 semester hours in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • For GL-09: Two (2) full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.
  • For GS-11: Three (3) full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
  • Graduate education must be in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • For GS-09: At least one year of specialized experience equivalent to the next lower grade level, such as evaluating bids, applying BOP policy and FAR regulations, preparing contract award documents, or utilizing an automated contract award system.
  • For GS-11: At least one year of specialized experience equivalent to the next lower grade level, such as conducting pre-solicitation conferences, developing Standard Operating Procedures for procurement, or conducting pre-award reviews of solicitations and contracts.
  • Must provide legible transcripts if qualifying based on education.
  • Maximum entry age of 36 for original appointment to a Bureau of Prisons institution (exceptions apply for prior federal law enforcement coverage).
  • Must complete a one-year probationary period for initial appointment to a supervisory/managerial position.
  • Subject to geographic relocation to meet agency needs.
  • Appointment subject to satisfactory completion of a urinalysis, physical, and background investigation.
  • All applicants are subject to National Crime Information Center (NCIC) and credit checks.
  • Applicants not currently working in an institution may be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence.
  • Successful completion of the "Introduction to Correctional Techniques," three-week training course at Glynco, Georgia is required.
