About The Position

Corrections professionals who foster a humane and secure environment and ensure public safety by preparing individuals for successful reentry into our communities. Duties Charged with the overall operational and managerial responsibility for the property management, procurement, and contracting program for the institution. Independently executes and administers contracts for supplies, services, or construction. Provides legal interpretation, counseling, training, and guidance in all areas of contract and procurement, including price analysis. Analyzes requirements for supplies, equipment, and services for adequacy and obtains additional data from requisitioning activity, as appropriate. Determines the most suitable method of procurement and tries to find new ways to improve production while ensuring that all requirements of law, governing regulations, and security policies have been met. Serves as the Administrative Contracting Officer (ACO) to monitor a contractor's performance in relation to the terms and conditions of the contract. Responsible for the administration, execution and closeout of non-personal service contracts, construction contracts, supply or service contracts, medical contracts. Along with all other correctional institution employees, incumbent is charged with the responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Requirements

  • U.S. Citizenship is Required.
  • A 4-year course of study leading to a bachelor's degree with a major in any field.
  • OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Two (2) full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.
  • Graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • At least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level.
  • Experience evaluating bids received in response to a solicitation.
  • Experience applying BOP policy and FAR regulations in order to achieve contract award.
  • Experience preparing contract award documents in accordance with policy and utilizing an automated contract award system.
  • Must upload legible transcripts as verification of educational requirement if education is a requirement/substitution for specialized experience.
  • Maximum entry age of 36 for original appointment to a position in a Bureau of Prisons institution (unless prior federal law enforcement coverage exists).
  • Must complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence if not currently working in an institution and will be authorized to carry a firearm.
  • Must complete the 'Introduction to Correctional Techniques,' three-week training course at Glynco, Georgia.
