About The Position

This position is charged with the managerial responsibility for contracting, procurement, and property management. The role establishes local procurement and contracting procedures, ensuring compliance with applicable regulations. It involves reviewing procurement submissions for adequacy and completeness, resolving problems prior to contractual action, and providing technical support and guidance to subordinate staff. The position also implements new procedures, offers legal interpretation, counseling, training, and guidance in all areas of contract and procurement, including cost and price analysis. Additionally, the incumbent is responsible for maintaining the security of the institution, a duty that precedes all other required responsibilities and is performed on a regular basis.

Requirements

  • U.S. Citizenship is Required.
  • A 4-year course of study leading to a bachelor's degree with a major in any field, OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • GS-11: Three (3) full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
  • GS-11 and GS-12: At least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. This experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled.
  • GS-11 Example Experience: Contract specialist responsible for all aspects of contracting transactions from initiation to recommendation of award for an agency, department, or departments, procuring a variety of supplies, services and/or construction in support of an installation or activity. Performing detailed analysis of bids or proposals received. Developing procurement plans by reviewing previous history, market conditions, and specifications or technical data packages. Preparing and issuing solicitation documents, selecting appropriate clauses, ensuring clear and complete specifications. Performing detailed analysis of bids or proposals received, ensuring strict compliance with specifications on advertised procurement. Performing in both formal advertised and negotiated acquisitions, performing detailed analyses to determine bid responsiveness and responsibility of offeror, reviewing past bids and awards, request of pre-award survey, and establishment of price reasonableness by either price or limited cost analyses. Drafting final contract including specifications, packing and shipping requirements, inspection instructions, and all other special and standard clauses, preparing recommendations for award, and documenting reasons for decisions.
  • GS-12 Example Experience: Preparing initial agency position on protests from unsuccessful bidders and renders or recommends a decision. Experience in formally advertised procurement, ensuring bid schedules are properly structured, preparing the solicitation, determining sources to be solicited, etc. Negotiating settlements for changes and approves contract payments. Assisting in the administration of contracts, including performance of termination actions.
  • Must provide documentation (i.e., SF-50(s) covering the period from January 1, 2000) for verification of exception criteria if applicable.
  • Must upload legible transcripts as verification of educational requirement if education is a requirement/substitution for specialized experience.
  • Maximum entry age of 36 for original appointment to a position in a Bureau of Prisons institution.
  • Initial appointment to a supervisory/managerial position requires a one-year probationary period.
  • Subject to geographic relocation to meet the needs of the agency.
  • Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation.
  • All applicants are subject to National Crime Information Center (NCIC) and credit checks.
  • All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.
  • Successful completion of the "Introduction to Correctional Techniques," three-week training course at Glynco, Georgia is required.
