About The Position

The City of Antioch is seeking a Lead Collection Systems Worker for the Public Works Department. This role is crucial for maintaining the city's extensive sanitary sewer system, which spans approximately 310 miles and serves 31,000 residential and commercial connections. The program also involves managing contracted services for tasks such as root foaming, manhole rehabilitation, infiltration control, spot repairs, and cleaning large trunk lines. Employees are responsible for a comprehensive program of televising, archiving, and benchmarking the condition of the sewer system infrastructure to inform maintenance needs, repair requirements, and Capital Improvement Projects. The position also requires assisting with an alternative work shift and a 24-hour Stand-by system for emergency calls. The Lead Collection Systems Worker will lead, oversee, review, and participate in complex maintenance, operation, and repair tasks for the wastewater collection system and lift stations, operating equipment like pressurized hydro cleaners and sewer vacuum trucks. When assigned to NPDES duties, this role includes planning, assigning, reviewing, and evaluating storm channel and storm drain maintenance activities. This is an advanced journey-level position, distinguished by its high level of responsibility, complex duties, and lead supervision of staff.

Requirements

  • Equivalent to the completion of the twelfth (12th) grade supplemented by specialized training in collection system maintenance.
  • Two (2) years of journey-level experience in the maintenance and repair of wastewater collection systems comparable to a Collection Systems Worker II with the City of Antioch.
  • Knowledge of operational characteristics of the City's wastewater collection system.
  • Knowledge of principles of lead supervision and training.
  • Knowledge of advanced wastewater collection system preventative maintenance techniques and procedures.
  • Knowledge of tools and equipment used in the maintenance and repair of wastewater collection systems including jet rodder, televising equipment, vacuum truck, and chemical application equipment.
  • Knowledge of proper methods for cleaning heads, pipes, and fittings.
  • Knowledge of practices and procedures of traffic control including proper placement of cones, barricades, and warning devices.
  • Knowledge of codes, permits, and environmental protection regulations applicable to the work.
  • Knowledge of safety requirements for operation of trucks and other equipment.
  • Knowledge of industry mathematics.
  • Knowledge of basic principles and practices of record keeping.
  • Knowledge of pertinent federal, state, and local codes, laws, and regulations, particularly related to the City's Wastewater collection system, pesticide, and related hazardous materials management.

Responsibilities

  • Lead, plan, train, and review the work of staff responsible for maintaining the City's wastewater collection system and lift stations, storm channel, detention basin, and storm drain construction, maintenance, and repairs.
  • Discuss work to be performed with supervisors and plan and implement crew assignments.
  • Assist maintenance staff in troubleshooting and performing complex maintenance and repair activities.
  • Train assigned employees in collection systems maintenance methods, procedures, and techniques.
  • Supervise the use, care, and operation of collection systems equipment including trucks, power tools, and equipment.
  • Request and organize bids from vendors.
  • Work within a budget, code invoices for payment, verify completed work, and recommend payment.
  • Verify the work of assigned employees for accuracy, proper work methods, techniques, and compliance with standards; ensure adherence to safe work practices.
  • Oversee and participate in marking and/or locating City utilities and communicate with USA and outside utilities.
  • Oversee and participate in cleaning wastewater collection systems, storm drains, culverts, and catch basins; operate hydrocleaner and/or sewer vacuum truck; open clogs; clean manholes and lift stations; operate electrical snake.
  • Oversee and participate in operating sewer cleaners, jet rodders, pressure washers, and TV inspection equipment.
  • Oversee and participate in responding to sanitary sewer overflows and performing necessary maintenance.
  • Respond to emergency calls, locate problems, and operate sewer cleaning equipment.
  • Oversee and participate in inspecting sewage and storm water lift and pump stations; remove debris; disassemble and clean pumps.
  • Inspect, maintain, and operate heavy construction and maintenance equipment including backhoe and dump truck; perform daily inspections and minor maintenance.
  • Oversee and participate in locating City sewer and storm drain assets; perform line locating and marking.
  • Assist in inspection of new construction.
  • Oversee and participate in retrofitting and replacing storm drain grates and installing storm drain markers.
  • Oversee and participate in performing general maintenance and clean up duties, including weed abatement and flood and erosion control.
  • Oversee and participate in conducting traffic control in high traffic areas; install street barricades and cones; direct traffic.
  • Respond to public inquiries, provide information, and resolve complaints.
  • Oversee and participate in preparing, maintaining, and/or submitting written records and reports.
  • Read maps and interpret plans, blueprints, specifications, and maintenance manuals.
  • Perform after-hours emergency work and on-call duties.
  • Estimate time, materials, and equipment required for jobs and requisition materials.
  • Attend professional group meetings and stay aware of new trends in Wastewater and Stormwater maintenance.
  • Follow and comply with pertinent federal, state, and local laws, codes, and regulations.
  • Perform related duties as required.
