About The Position

The Michigan Department of Corrections is seeking a self-starter with excellent organizational skills and the ability to prioritize their work and the work of their team for the Labor Relations Manager position. The ideal candidate will demonstrate critical thinking skills, the ability to review grievances and various other concerns or issues analytically to determine the most appropriate action while guiding their team in building these same skills and abilities. This position has the ability to be a hybrid position for up to 50% of the pay period, with the selected candidate expected to work a minimum of the first two weeks in the office for training. The Labor Relations Manager directs and manages the labor relations functions for the Michigan Department of Corrections, including responding to grievances and Unfair Labor Practice charges, attending labor/management meetings, overseeing contract negotiations, and managing the Department's Drug and Alcohol Testing program.

Requirements

  • Possession of a bachelor's degree in any major.
  • Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.
  • Completion of Non-Custody New Employee Training (NCNET) either 40 hours or 80 hours of initial in-person training based on their level of offender contact and job classification.
  • Completion of additional online training to successfully complete their non-custody new employee training.
  • Must meet ethical standards and report any possible conflict of interest.
  • Applicants who have been convicted of a misdemeanor or felony are ineligible for employment with the Department of Corrections until satisfactory completion of any sentence imposed, including parole or probation.

Responsibilities

  • Responding on behalf of the department to grievances and Unfair Labor Practice charges, including related conferences, hearings, arbitrations and contractual issues.
  • Meet and confer with members of exclusive and limited recognition organizations.
  • Attend department-level labor/management meetings and health and safety meetings.
  • Responsible for Secondary contract negotiations for all bargaining units or designates appropriate staff.
  • Represent or delegate the responsibility to represent the Department of Corrections in primary negotiations.
  • Oversees Drug and Alcohol Testing for the Department.
