About The Position

At the Michigan Department of Lifelong Education, Advancement, and Potential (MiLEAP), we are dedicated to enhancing opportunities and outcomes for Michiganders across all stages of life, from early childhood to postsecondary education. MiLEAP, established in July 2023, is the newest department in the State of Michigan, focused on improving access to quality child care, making education more affordable, and supporting individuals in achieving their career goals. This position serves as the administrative manager for the Our Strong Start Unit, responsible for leading statewide initiatives to grow Michigan's licensed child care provider network. Key objectives include reducing barriers to licensure, increasing access in underserved areas, and enhancing the provider onboarding experience. The role also focuses on providing initial business sustainability support to ensure long-term provider retention through financial viability, operational efficiency, and administrative burden reduction. The manager will oversee program operations, encompassing design, implementation, evaluation, continuous improvement, and policy development. Additionally, this role involves cultivating and maintaining crucial stakeholder partnerships and assisting division and bureau leadership with special projects. The position supervises Our Strong Start Navigators and Departmental Technicians to ensure adherence to licensing requirements and efficient, accurate processing. A significant aspect of this role is leading efforts to streamline licensing processes, identify and address system gaps, improve cross-functional collaboration, and ensure the generation of high-quality data and analysis to drive program enhancements and evidence-based decision-making.

Requirements

  • Possession of a bachelor's degree in any major.
  • Four years of professional experience.
  • Two years of experience equivalent to the experienced (P11) level.
  • One year of experience equivalent to the advanced (12) level.
  • Attach resume, cover letter, and applicable official transcripts.
  • Official transcripts must bear college/university certification (seal, logo, watermark, letterhead), Registrar's signature, and date.
  • Transcripts stamped 'Issued to Student' are accepted as official.
  • Unofficial transcripts (internet copies, 'Student Copy' stamped, or labeled 'Unofficial') will NOT be accepted.
  • Official transcripts must be scanned and attached to the electronic NEOGOV Civil Service application with file extensions: pdf, doc, docx, txt, or rft.
  • Degree certificates are not accepted.
  • Name the college/university for each transcript attached.
