Requirements

  • Minimum 8 year's experience in labor compliance management or labor agreement administration, demonstrating progression beyond an associate-level role
  • Must be able to travel to customer sites as needed in the State of California
  • Strong working knowledge of and experience with labor compliance programs, Department of Industrial Relations, Federal Davis-Beacon Act, California Labor Codes and construction industry practice

Responsibilities

  • Review and verify payroll records, benefit statements, employer training contributions, and apprenticeship paperwork to determine compliance with applicable rules and regulations.
  • Evaluate contractors' information on the DIR & CSLB website to ensure proper registration, licensing, and provision of worker’s compensation insurance coverage.
  • Ensure required documents (California: DAS 140’s, DAS 142’s, etc.) and federal and state certified payroll are submitted in a timely manner.
  • Review fringe benefit statements, issue requests for missing/revised documents, and correspond with contractors' staff to ensure compliance.
  • Participate in audits, calculate underpayments, fines, and penalties if applicable.
  • Support the investigation of complaints regarding prevailing wage payments, benefit payments, and apprenticeship violations by taking statements and compiling reports.
  • Compose letters requesting payments and follow up with third-party requestors.
  • Submit monthly reports to the Project Manager or Client Project Manager.
  • Conduct periodic job site visits, worker interviews, and field compliance reviews to verify proper worker classifications, prevailing wage compliance, and labor postings.
  • Monitor subcontractor labor compliance performance, including certified payroll submissions, apprenticeship requirements, fringe benefit documentation, and corrective action follow-up.
  • Utilize labor compliance tracking systems (LCP Tracker, etc.) to ensure project records, compliance checklists, and supporting documentation are accurate and audit-ready.
  • Ensure compliance with prevailing wage requirements across multiple states and jurisdictions, researching regulatory changes and communicating impacts.
  • Support the internal certified payroll process using required software and/or DIR state mandated sites.
  • Provide direct supervision, coaching, performance management, workload balancing, and professional development support for Labor Compliance Associates and Senior Labor Compliance Associates.
  • Participate in team meetings and provide input regarding regulatory updates, policy changes, and best practices.
