About The Position

The Justice Specialist is responsible for identifying and connecting with justice partners within the Alliance's region and building strong relationships. They will facilitate community-based solutions to improve outcomes and engagement for individuals involved with the justice system, covering all diversion opportunities along the Sequential Intercept Model (pre-booking, incarceration, and post-booking release). This role aims to improve system engagement with key partners and stakeholders. The position offers a primarily remote work schedule, with occasional in-office requirements for business and team meetings. The service area for this position includes Harnett and Johnston County.

Requirements

  • Bachelor’s degree in human services or related field.
  • Three (3) years of progressive experience with behavioral health population.
  • Three (3) years’ experience with the criminal justice system in the field of health care or human services.
  • Demonstrated exceptional interpersonal skills.
  • Demonstrated highly effective communication.
  • Ability to make prompt independent decisions based upon relevant facts.
  • Demonstrated problem solving and conflict resolution skills are essential.
  • Demonstrated knowledge of behavioral health and intellectual/developmental disabilities.
  • Demonstrated extensive knowledge regarding the criminal justice system.
  • Ability to become proficient in all disability areas, including areas where co-occurring illnesses exist.
  • Knowledge of the primary purpose and functions of community agencies.
  • Satisfactory background and MVR (Motor Vehicle Registration) check.

Responsibilities

  • Perform community outreach, recruitment, education, and promotional activities related to Crisis Intervention Team (CIT).
  • Represent the organization in justice and first responder efforts to provide special assistance education regarding programs offered and to increase community awareness of justice-related initiatives.
  • Participate in justice initiatives related to CIT training delivery and education.
  • Conduct CIT Trainings and participate in justice initiatives.
  • Represent the MCO among justice stakeholders, including detention facilities, courts, law enforcement agencies, and providers.
  • Provide information, education, and consultation to public and private entities that interact with individuals with special healthcare needs or high-risk populations.
  • Provide consultation and solutions for system improvements using the Sequential Intercept Model.
  • Collect and analyze data to identify system gaps, needs, opportunities for improvement, and strengths/weaknesses for individuals with behavioral health issues.
  • Produce written reports and recommendations regarding best practice approaches for integration into the provider network and specialty services.
  • Advocate for effective system design and implementation based on research, evidence-based practices, and national trends.
  • Identify and address challenges and barriers in serving the justice-involved population.
  • Consult with treatment teams, community collaboratives, and other groups serving MCO enrollees.
  • Develop in-depth knowledge of community systems and provide consultation to MCO clinical departments regarding resources and barriers for incarcerated individuals and chronic re-offenders.
  • Make referrals and aid in the early identification of individuals with special healthcare needs.
  • Assist with service coordination upon release from jail or prison.
  • Support of law enforcement and crisis response teams to reduce criminal justice involvement and utilization of Emergency Department.
  • Support Alliance initiatives for high-risk individuals and individuals with complex healthcare needs.
  • Travel between Alliance offices, attending meetings on behalf of Alliance, participating in Alliance sponsored events, etc. may be required.
  • Travel to meet with members, providers, stakeholders, attend court hearings etc. is required.
