About The Position

This is a professional position working independently to provide technical and administrative assistance, processing, documentation, analysis, research and consultation for Department of Commerce (Commerce) Human Resource issues for the Local Workforce Development Board. The work involves management, directing, hiring, training, counseling, and corrective discipline of Commerce CareerSource staff. Works in support of the local board goals and in compliance with Commerce policies, procedures, and guidance. Serves as the senior Operations leader for Florida Commerce-funded workforce programs, between Local Workforce Development Board and Florida Commerce for all Florida Commerce staff and personnel matters. Providing operational, administrative, and programmatic oversight for Florida Commerce staff embedded within the local board. This position spends the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors.

Requirements

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Required to possess or attain the State of Florida Tier 1 certification within 60 days of hire the date.
The incumbent is required to travel in the administrative area, as well as out of region, and must furnish own transportation.

Responsibilities

Coordinates with Local Workforce Development Board in planning, organizing, and supervising the work of associates to ensure that quality, quantity and expectations are met including local workforce board, state and federal desired levels of achievement.
Directly supervising Florida Commerce staff assigned to the local board.
Ensuring compliance with all applicable Florida Commerce policies, federal and state regulations, and Local Workforce Development Board operating procedures.
Provides leadership for the delivery of Wagner-Peyser Basic Labor Exchange services, ensuring high-quality customer service, operational consistency, and achievement of program performance goals.
Overseeing program performance, service delivery, staffing, and continuous improvement initiatives for Florida Commerce-administered programs.
Collaborates with Local Workforce Development Board leadership to integrate Florida Commerce staff, services, and performance objectives into the organization's overall workforce service delivery model.
Serves as the primary point of contact with Florida Commerce on operational, staffing, programmatic, compliance, and workforce policy matters.
Monitors program outcomes, identifies operational improvement opportunities, and implements strategies to improve efficiency, compliance, service quality, and customer experience.
Prepares, posts and closes all local COMMERCE job vacancy announcements.
Prepares all personnel documents for COMMERCE new hire packets and submits to COMMERCE for approval and processing.
Coordinates with the Local Workforce Development Board managers on the evaluations of individual employees’ performance and prepares and enters annual performance appraisals in the People First System.
Prepare monthly time audit reports to submit to Local Workforce Development Board Finance.
Coordinates the submission of leave requests for employees to COMMERCE Human Resource Management.
Coordinates the submission of Workers’ Compensation injuries of COMMERCE employees to AmeriSys and COMMERCE Human Resource Management.
Coordinates the submission of FMLA documentation with COMMERCE HR and Local Workforce Development Board.
Receives, disseminates and facilitates the implementation and processing of all COMMERCE Administrative Directives from COMMERCE Human Resource Management.
Partners with Local Workforce Development Board Human Resource on onboarding of COMMERCE new hires.
Partners with Local Workforce Development Board Human Resource and COMMERCE Human Resource Management in handling all employee relations related to COMMERCE employees.
Partners with Local Workforce Development Board Human Resource in providing COMMERCE employees with the required training to introduce and implement changes in policy and/or procedures.
Distributes and discusses all pertinent information to COMMERCE employees in the center.
Regularly compiles and/or reviews reports and statistics to ensure employees meet or exceed established performance goals.
Reports, submits recommendations, and implements corrective and continuous quality improvement actions based on performance.
Develop performance standards/expectations and ensure reviews are conducted timely and in accordance with personnel rules.
Reviews and processes, timesheets, business reimbursements, etc., for all COMMERCE staff within the region.
Perform internal monitoring of program related information and prepare corrective action plans for COMMERCE staff in coordination with Local Workforce Development Board management.
Communicate effectively with management and appropriate staff regarding areas of improvement and provide recommendations or suggestions for enhancements.
Directly oversees the administration of all COMMERCE Human Resource Management activities.
Responsible for maintaining working relationships with the Local Workforce Development Board and provide required continued services.
Conduct regular staff meetings to ensure that associates have knowledge of and comply with applicable laws, rules, policies, procedures and established performance standards.
Responsible for updating COMMERCE organization chart for COMMERCE staffing in Local Workforce Development Board and reporting to COMMERCE Human Resource Management.
Responsible for updating all position descriptions and sending them to COMMERCE for approval.
Provides technical assistance to Local Workforce development board management on staffing, hiring practices and other personnel policies and procedures.
Preparation of necessary reports and documents related to program and ensures completion and timeliness to appropriate person(s).
Provides training to Local Workforce Development management staff on revised Department policies and administrative procedures.
Provides leadership, builds teams, and supervises.
Plans, analyzes and reviews work of assigned associates.
Facilitate input and feedback from associates/employees through daily interaction, regular staff meetings and training.
Reports, submits recommendations, and implements corrective and continuous quality improvement actions based on performance.
Responsible for maintaining working relationships with the Local Workforce Board and providing required continued services.
Supports workforce planning, staff development, organizational change initiatives, and cross-functional collaboration impacting Florida Commerce personnel and programs.
Assists individual Florida Commerce employees with difficult problem areas by assisting and providing proper interpretation of applicable rules, etc.
Responsible for seeing that reports are sent to the parent offices and makes recommendations to regional management team.
Coordinates special activities/programs authorized by the local CareerSource centers’ managers and associates.
Attend management team meetings.
May work on special management assignments, serve on committees and perform other related work as assigned by the Local Workforce Development Board Management team or local CareerSource Executive Director.
