About The Position

The IT Systems Manager is an exempt position responsible for the planning, administration, security, and operation of information technology systems supporting the Police Department's mission. This position manages the delivery of secure, reliable, and resilient technology services for sworn and civilian personnel, ensuring uninterrupted support for emergency response, criminal investigations, records management, communications, and public safety operations. The IT Systems Manager provides leadership for technology infrastructure, cybersecurity, enterprise applications, cloud services, digital evidence systems, mobile computing, and criminal justice information systems, while ensuring compliance with the FBI Criminal Justice Information Services (CJIS) Security Policy, CALEA accreditation standards, and applicable local government policies. The employee in this classification supervises technical personnel, develops technology strategy, manages police technology projects, assists with technology budgets, and serves as the department's primary advisor on public safety technology initiatives. The employee is required to exercise initiative and independent judgment within established guidelines and receives direction from the Information Technology Director. Employees are hired as AT WILL employees that serve at the pleasure of the City and may be terminated at any time with or without cause.

Requirements

  • Considerable knowledge of enterprise-level information technology hardware and software management.
  • Considerable knowledge of public safety technology systems, including Computer-Aided Dispatch (CAD), Records Management Systems (RMS) and Mobile Data Terminals (MDTs).
  • Considerable knowledge of project management methodologies and practices.
  • Knowledge of the FBI Criminal Justice Information Services (CJIS) Security Policy and requirements applicable to criminal justice information systems.
  • Knowledge of cybersecurity frameworks, standards and best practices.
  • Knowledge of the National Incident Management System (NIMS) and Comprehensive Emergency Management Plan (CEMP).
  • Knowledge of government procurement processes, policies and regulations.
  • Knowledge of technology budgeting and budget administration.
  • Ability to maintain confidentiality, prioritize work assignments and work independently.
  • Ability to communicate effectively, orally and in writing.
  • Ability to establish and maintain effective working relationships with employees, Police Department command staff, City officials, vendors and outside agencies.
  • Bachelor's degree in Information Technology, Computer Science, Information Systems, Cybersecurity, or a closely related field.
  • Five (5) years of professional experience managing and supporting enterprise-level information technology systems and services.
  • Three (3) years of supervisory or management experience.
  • Three (3) years of experience administering public safety communications, E-911 systems, and law enforcement data systems.
  • Experience supporting mission-critical enterprise technology environments.
  • Strong project management, budgeting, and vendor negotiation skills.
  • Must successfully obtain an ITIL Foundation certification in the current version within one (1) year of the date of hire.
  • Any equivalent combination of education, experience and training may be considered.

Responsibilities

  • Directs, supervises and evaluates Information Technology staff supporting Police Department operations.
  • Develops and implements short- and long-term technology strategic plans that align with departmental goals and operational requirements.
  • Administers technology policies, standards, procedures and operational guidelines.
  • Manages the preparation and administration of Police Department technology budgets and assists with technology-related purchasing decisions.
  • Develops and manages Requests for Proposals (RFPs), technical specifications, contracts and vendor evaluations for technology products and services.
  • Manages technology vendors, maintenance agreements, warranties and software licensing.
  • Presents technology recommendations, project updates and technical information to the Information Technology Director and Police Department command staff as required.
  • Coordinates internal and external technology audits and ensures identified corrective actions are addressed and completed.
  • Ensures mission-critical technology systems maintain high availability and operational readiness to support 24-hour Police Department operations.
  • Develops project schedules, manages resources, coordinates stakeholders and oversees technology projects to ensure completion within established schedules and budgets.
  • Monitors technology systems and services to identify performance, reliability and operational issues.
  • Identifies and resolves technology-related problems and coordinates appropriate technical resources as required.
  • Performs related work as required and as directed.
