About The Position

This is an exempt position responsible for administrative and technical work involving software applications, security programs, reporting, system maintenance, and user support. The employee in this classification analyzes requests, develops programming solutions, and participates in the implementation and maintenance of enterprise software systems. The employee exercises considerable initiative and independent judgment regarding practices and procedures, and may coordinate project activities, system upgrades, and vendor support while ensuring systems remain reliable and secure. Work may include supporting systems used within a law enforcement environment and handling sensitive information in accordance with established operational and security requirements. Work is performed under the general direction of the Information Technology Director. Employees are hired as AT-WILL employees who serve at the pleasure of the City and may be terminated at any time with or without cause.

Requirements

  • Considerable knowledge and understanding of SQL programming, including SQL Report Services (SRSS), C# programming, and modern software development tools and practices.
  • Knowledge of current computer technology, software, communication and related electronic equipment.
  • Knowledge of Microsoft Active Directory services including user and group management.
  • Ability to read programming code and follow logic.
  • Ability to learn and use new hardware, software and peripheral techniques.
  • Ability to manage the proper testing and installation of significant software application programs and related interfaces.
  • Ability to prepare and present clear and concise reports.
  • Ability to establish and maintain an effective working relationship with other employees, City officials, and the general public.
  • Ability to work effectively within a law enforcement environment, demonstrating respect for chain-of-command authority and strict adherence to established procedures and operational security requirements.
  • Ability to handle sensitive and confidential criminal justice information in compliance with Criminal Justice Information Services (CJIS) security policies and applicable regulations, including information maintained within law enforcement Records Management Systems (RMS).

Nice To Haves

  • Knowledge of municipal government operations, practices, and procedures is preferred.
  • Knowledge of cloud computing platforms such as Microsoft Azure or Amazon Web Services (AWS) is preferred.
  • Experience or familiarity with programming or scripting in additional platforms or operating systems, such as Python, PowerShell, or Linux-based environments, is considered a plus.

Responsibilities

  • Analyzes, designs, and programs requested modifications to existing software applications.
  • Assists in programming implementation and testing of new software application programs.
  • Assists in system upgrades and the addition of new software tools and programs.
  • Performs periodic system maintenance functions on software applications utilizing Change Management best practices.
  • Coordinates and participates in project planning and implementation activities, demonstrating the ability to stay organized, manage multiple tasks, meet deadlines, and effectively communicate project status, issues, requests, and solutions to stakeholders.
  • Responsible for the development and maintenance of system and end-user documentation, including how-to guides and operational procedures.
  • Ensures compliance with the City code and procurement policies and procedures by reviewing and monitoring procurements conducted by any designee, department or official.
  • Performs related work as required and as directed.
