About The Position

The State intends to secure temporary IT personnel for various roles to support the Louisiana Department of Transportation & Development (LADOTD) modernization initiative. This initiative aims to enhance district-level financial data intake and reporting processes by delivering a customized data management platform. The platform will align with LADOTD’s existing operational workflows while introducing improvements in usability, security, auditability, and reporting. The vendor will design, configure, and implement this platform adhering to OTS development standards. The solution must maintain continuity with LADOTD’s established practices, providing a secure, reliable, and scalable foundation. The OTS Application Development Office (AppDM) will provide oversight. The primary objectives include modernizing and streamlining financial data intake, improving data accuracy through automated validations and calculations, strengthening auditability, security, and user access controls, enhancing reporting capabilities, and providing a stable, secure, and maintainable hosting environment.

  • Platform must include Role-based access control (RBAC) with district-level permissions.
  • Platform must include administrative tools for user account management, role management, and district-specific access rights management.
  • Comprehensive audit logging must be implemented.
  • Audit logs must be accessible to authorized administrators.
  • Audit logs must be retained in accordance with LADOTD’s policy.
  • Platform must include administrative controls for fiscal year management (open/close, prevent modifications, carry-forward).
  • Fiscal year transitions must be manageable without system downtime.
  • Solution must be hosted in a secure, controlled server vendor environment or OTS environment.
  • Hosting environment must provide role-based administrative access.
  • Hosting environment must provide encrypted data storage and transmission.
  • Hosting environment must provide regular backups and disaster recovery capabilities.
  • Hosting environment must provide monitoring and alerting for system health and performance.
  • Hosting environment must comply with OTS security and data protection requirements.
  • Platform must provide enhanced reporting capabilities.
  • Reporting must include interactive grid displays with filtering, sorting, and drill-down.
  • Reporting must include visual dashboards with export options (Excel, CSV, PDF where applicable).
  • Reporting must include administrative reporting for audit logs, user activity, and fiscal year status.
  • Reporting must include district-level reporting aligned with LADOTD’s operational needs.

Responsibilities

  • Design, configure, and implement a data management platform.
  • Support up to nine (9) Districts with district-specific access and data segregation.
  • Develop and implement 16–20 customized intake forms tailored to LADOTD’s requirements.
  • Implement automated field-level and cross-form validations.
  • Incorporate built-in calculations to reduce manual data entry.
  • Enable carry-forward of selected data elements across fiscal years.
  • Provide interactive grid-based data views, filtering, and export options (e.g., Excel, CSV).
  • Maintain alignment with existing workflows to minimize disruption.
  • Integrate with Microsoft Entra ID and SAML 2.0 for Single Sign-On (SSO).
  • Implement Role-based access control (RBAC) with district-level permissions.
  • Develop administrative tools for creating and managing user accounts, assigning and modifying roles, and managing district-specific access rights.
  • Implement comprehensive audit logging to capture user identity, timestamps, data changes, role changes, administrative actions, and fiscal year status changes.
  • Ensure audit logs are accessible to authorized administrators and retained according to LADOTD’s policy.
  • Implement administrative controls for opening and closing fiscal years manually.
  • Prevent modifications to data in closed fiscal years.
  • Facilitate carry-forward of selected data elements into new fiscal years.
  • Manage fiscal year transitions without requiring system downtime.
  • Ensure the solution is hosted in a secure, controlled server vendor environment or OTS environment.
  • Provide role-based administrative access for the hosting environment.
  • Implement encrypted data storage and transmission.
