About The Position

This position involves executing software planning, requirements, risk management, design, development, architecture, modeling, estimation, configuration management, quality, security, and testing using software development methodologies across all lifecycle phases. The role defines and validates the need for proposed new or improved systems through consultation with program officials in customer program organizations. It also conducts detailed analyses of business processes for which systems are being developed and defines information technology solutions and alternatives to enable changes and improvements. The specialist will independently provide formal and/or informal instruction to users regarding complex systems issues, features, etc., develop user manuals or instructions for assigned applications, and provide customer assistance. Additionally, the role requires reviewing technical literature and guidance to maintain knowledge of current, new, and evolving software and systems.

Requirements

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment.

  • Suitable for Federal employment
  • Candidates must have served 3 months after latest competitive appointment in the Federal service.
  • In accordance with the DoD 8140 policy series, the position may be subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months.
  • New employees to the Defense Finance and Accounting Service will be required to successfully pass the E-Verify employment verification check.
  • IT-related experience demonstrating the following competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving.
  • For GS-11: One year of specialized experience equivalent to the next lower grade (GS-09) in the Federal service, which demonstrates the ability to perform the duties of the position. Specialized experience is defined as: Identifying basic information systems and software design requirements; participating in testing and implementation of an information system; participating in systems and software life cycle development processes.
  • For GS-12: One year of specialized experience equivalent to the next lower grade (GS-11) in the Federal service, which demonstrates the ability to perform the duties of the position. Specialized experience is defined as: Identifying and evaluating information systems and software design requirements, operational improvements, systems development projects; consulting with customers to refine functional requirements and develop design specifications; providing technical advice or solution options during the design, testing or implementation of an information system; applying Agile principles in conducting all stages of information systems and software lifecycle development.
