About The Position

This position involves performing complex systems analysis for major Automated Information Systems (AIS) projects. The specialist will identify and propose solutions for errors and functional gaps in business system requirements, acting as the primary liaison between customers and development teams. Key activities include eliciting, analyzing, and translating business needs into technical requirements using various methods, evaluating customer change requests and legacy processes for Business Process Re-engineering (BPR) opportunities, and conducting analyses for system fixes and enhancements to inform project planning. The role also involves advising Project Managers on Commercial-Off-The-Shelf (COTS) software selection and integration, collaborating with stakeholders during business planning sessions, and developing/executing automated test plans and scripts to validate new capabilities. Analyzing test results, documenting defects, and collaborating with development teams for timely resolution are also crucial aspects of the position.

Requirements

  • Must be a U.S. citizen
  • One year of specialized experience equivalent to the GS-07 level (for GS-09), GS-09 level (for GS-11), or GS-11 level (for GS-12) or equivalent under other pay systems in the Federal service, military, or private sector.
  • Creditable specialized experience includes: GS-09: Assisting project managers in documenting project risks and recommending risk mitigation measures; identifying and defining system interface requirements; conducting and assisting in all test phases.
  • Creditable specialized experience includes: GS-11: Identifying and proposing recommendations on omissions and errors in business systems requirements; working with key project stakeholders to formulate and communicate business requirements; conducting research and investigation of technological developments.
  • Creditable specialized experience includes: GS-12: Negotiating with customers on requirements that are not feasible or cost-effective and recommending alternate approaches; interpreting and translating approved detailed business requirements into system Functional Specifications; tracking progress and quality of work products; overseeing implementation and maintenance of system software modifications; participating in release management, software transition, and deployment activities.
  • Must complete DoD certification and other requirements for Defense Acquisition Workforce position.
  • REAL ID or other acceptable identification documents are required to access certain federal facilities.

Responsibilities

  • Perform complex systems analysis for major Automated Information Systems (AIS) projects.
  • Identify and propose solutions for errors and functional gaps in business system requirements.
  • Serve as the primary liaison between customers and development teams.
  • Elicit, analyze, and translate business needs into technical requirements using methods such as interviews, workshops, prototyping, and on-site observation.
  • Evaluate customer change requests and legacy processes to identify opportunities for BPR, enhancing efficiency and maximizing the business value delivered by the Enterprise Business System (EBS).
  • Conduct level-of-effort and impact analyses for system fixes, enhancements, and change requests to inform project planning, budgeting, and implementation schedules.
  • Advise Project Managers on the selection, evaluation, and integration of Commercial-Off-The-Shelf (COTS) software to meet DLA mission requirements.
  • Collaborate with representatives from DLA, the Department of War (DoW), and military services during business planning sessions to ensure AIS solutions align with strategic objectives.
  • Develop and execute automated test plans and scripts using modern toolsets to validate that newly developed capabilities meet functional requirements and quality standards.
  • Analyze test results, document defects, and collaborate with development teams to ensure timely resolution.
