About The Position

The primary purpose of this position is to serve as a senior information technology (IT) specialist and consultant to management in support of installation IT policy and plans. This role involves performing studies and establishing plans of action for improving the efficiency of information technology applications, assessing policy needs, and developing policy and procedures governing IT activities. The specialist will also plan, develop, approve procedures, and interpret policy related to IT activities, acting as a senior technical advisor on contract and budget activities. Additionally, the role includes planning and coordinating all phases of the acquisition, implementation, and integration of IT assets, representing the organization at conferences and meetings, and leading discussions to analyze areas of concern, identify problems, and resolve conflicts.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • One year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.
  • Applying the command's policy and planning formulation process, capital investment planning principles/methods, and the command's cyberspace and enterprise IT goals/objectives to participate in planning cyberspace work force training development initiatives.
  • Implementing cryptographic system methods, approaches, and management regarding oversight and performance of hardware and operation configurations, policies, and procedures applied to the organization's business requirements.
  • Utilizing maintenance, acquisition, system concepts, techniques, policies, principles, and security to determine the business value of the systems and their information, and performance measures.
  • Applying project management practices along with the organization's cybersecurity policy and strategy to develop IT implementation plans throughout the life cycle of capabilities.
  • Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
  • Knowledge of a wide range of IT principles, concepts, and methods.
  • Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.
  • Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
  • Knowledge of system architecture, integration techniques, and testing methods.
  • Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements,and provide management sufficient technical and cost analysis information, through written documentation and oralbriefings, to render informed judgments.
  • Ability to maintain an up-to-date awareness of technological advances and predict how management can meet futurerequirements.
