About The Position

ISN is actively seeking IT Specialists to provide technical support on a federal credential issuance and maintenance program supporting Homeland Security Presidential Directive-12 (HSPD-12) requirements for more than 65 locations nationwide. This role is a hybrid position based in proximity to Washington, DC. The IT Specialist will serve as a primary technical resource for HSPD-12 system operations, providing guidance and support to program personnel and geographically dispersed field locations. They will troubleshoot and resolve complex hardware, software, system connectivity, and end-user technical issues affecting credentialing operations. The role involves supporting the configuration, operation, maintenance, and deployment of systems and equipment used for HSPD-12 enrollment and credential activation activities, including specific support for SmartID/PIV enrollment, activation, and associated credentialing processes. Additionally, the IT Specialist will support USAccess system operations, coordinate technical issue resolution with government stakeholders, monitor and maintain deployed systems, provide technical guidance and training, and support the implementation of software and system updates. Responsibilities also include coordinating equipment deployment and accountability, supporting inventory management, administering ICAM-related SharePoint resources, developing technical documentation, and identifying process or system improvements. The IT Specialist will perform additional technical duties consistent with the scope and requirements of the contract.

Requirements

  • 5+ years of progressively responsible IT support experience involving end-user support, hardware and software troubleshooting, system configuration, software deployment, and technical problem resolution.
  • Experience supporting IT systems and equipment within a geographically dispersed or multi-site operational environment.
  • Experience diagnosing and resolving hardware, software, system, and end-user issues with minimal supervision.
  • Experience with Microsoft Office, SharePoint, and related collaboration or administrative tools.
  • Must be U.S. Citizen
  • Must be able to obtain and maintain a Public Trust clearance or higher-level federal security clearance as required by the contract.
  • Must successfully pass all required background investigations and suitability determinations.
  • Must be in proximity to Washington DC office and willing to travel onsite as needed.
  • Must be willing to travel occasionally to support program operations, meetings, and site visits.
  • Ability to work effectively with Government personnel, stakeholders, and contractor staff in a professional environment.
  • Must maintain compliance with all federal security, privacy, and information protection requirements.
  • Ability to handle sensitive and confidential information with discretion.
  • Strong knowledge of IT troubleshooting principles, end-user support, hardware and software configuration, and system maintenance.
  • Ability to independently diagnose technical problems, determine appropriate corrective actions, and drive issues through resolution.
  • Ability to effectively support multiple systems and geographically dispersed program locations in a mission-focused environment.
  • Ability to interpret and implement technical procedures, system requirements, configuration changes, and program updates.
  • Strong verbal and written communication skills with the ability to communicate technical information to government stakeholders, program leadership, technical personnel, and end users.
  • Ability to independently prioritize and manage multiple technical assignments and competing operational requirements.
  • Strong organizational, analytical, problem-solving, and documentation skills.
  • Ability to effectively identify, troubleshoot, and resolve technical issues affecting program systems and operations.

Nice To Haves

  • Experience supporting identity management, credentialing, access control, or related federal IT environments is preferred.
  • Experience with HSPD-12, PIV credentialing, ICAM, USAccess, or comparable identity and credential management systems is preferred.
  • Experience providing technical guidance or training to end users and junior technical personnel is preferred.
  • Relevant technical certifications or additional directly related IT experience may be considered in support of the position's technical requirements.

Responsibilities

  • Serve as a primary technical resource for HSPD-12 system operations, providing guidance and support to program personnel and geographically dispersed field locations.
  • Troubleshoot and resolve complex hardware, software, system connectivity, and end-user technical issues affecting credentialing operations.
  • Support the configuration, operation, maintenance, and deployment of systems and equipment used for HSPD-12 enrollment and credential activation activities.
  • Provide technical support for SmartID/PIV enrollment, activation, and associated credentialing processes.
  • Support USAccess system operations, including system activations, scheduling functions, site configuration changes, and resolution of operational issues.
  • Coordinate technical issue resolution with government stakeholders, program management, field personnel, and other appropriate support resources.
  • Monitor deployed systems and equipment and performs maintenance or coordinates corrective actions to maintain operational availability.
  • Provide technical guidance and training to program personnel on system functionality, troubleshooting procedures, and applicable administrative processes.
  • Support the implementation of software, system configuration, and program updates across geographically dispersed locations.
  • Coordinate deployment, replacement, shipment, and accountability of IT and credentialing equipment supporting field operations.
  • Support inventory management and tracking of program systems, hardware, and related technical assets.
  • Provide administration and technical support for ICAM-related SharePoint resources and other program collaboration tools, as required.
  • Develop technical documentation, reports, briefings, and recommendations related to system operations, recurring issues, and corrective actions.
  • Identify recurring technical issues and recommends process or system improvements to strengthen operational efficiency and reliability.
  • Perform additional technical duties consistent with the scope and requirements of the contract.
