IT Procurement Analyst - SaaS
About The Position
The Arizona Department of Economic Security (AZDES), through its DTS team, is seeking an IT Procurement Analyst specializing in software and SaaS management. The role manages software acquisitions, contract renewals, license optimization, and vendor negotiations. It evaluates IT vendors and procurement options, conducts research and cost assessments, supports commercial negotiations, and helps ensure procurement is cost-efficient, compliant, and aligned with operational requirements. The analyst collaborates with IT, Legal, Finance, and Information Security teams. The position is based in Phoenix, Arizona. It begins with 3–4 weeks of on-site training, followed by a work arrangement that is remote four days per week. The schedule is Monday through Friday, 8:00 AM to 5:00 PM. The assignment is listed as one year, contract to hire.
Requirements
- At least 3 years of experience in IT software procurement.
- Experience with software and SaaS procurement and management.
- Knowledge of end-to-end software acquisitions, contract renewals, and license optimization.
- Experience with vendor negotiations, vendor analysis, and cost assessments.
- Experience preparing and evaluating RFQs, RFPs, and RFIs.
- Understanding of IT products and services, including software, SaaS, hardware, cloud infrastructure, telecommunications, and IT services.
- Ability to research suppliers, evaluate proposals, and recommend vendor selections.
- Strong collaboration skills with IT, Legal, Finance, and Information Security teams.
Responsibilities
- Manage end-to-end software procurement and SaaS operations.
- Evaluate IT vendors, products, services, and contracts.
- Prepare and review RFQs, RFPs, and RFIs.
- Conduct procurement research, cost assessments, and vendor comparisons.
- Support commercial negotiations and recommend supplier selections.
- Manage software renewals, licensing, and license optimization initiatives.
- Ensure procurement activities support cost efficiency, compliance, and operational requirements.
- Collaborate with IT, Legal, Finance, and Information Security teams.
