About The Position

The Arizona Department of Economic Security is seeking an IT Procurement Analyst specializing in software and SaaS management. The role manages software acquisitions, contract renewals, license optimization, and vendor negotiations. It includes evaluating IT vendors, conducting procurement research, supporting contract negotiations, and ensuring cost efficiency and compliance while collaborating with IT, Legal, Finance, and Information Security teams. The position is based in Phoenix, Arizona, with on-site training for 3–4 weeks followed by four days per week remote. The work schedule is Monday through Friday, 8:00 AM–5:00 PM. The listed duration is one year, contract to hire.

Requirements

At least 3 years of experience in IT software procurement.
Experience with software and SaaS procurement and management.
Knowledge of end-to-end software acquisitions, contract renewals, and license optimization.
Experience with vendor negotiations, vendor analysis, and cost assessments.
Experience preparing and evaluating RFQs, RFPs, and RFIs.
Understanding of IT products and services, including software, SaaS, hardware, cloud infrastructure, telecommunications, and IT services.
Ability to research suppliers, evaluate proposals, and recommend vendor selections.
Strong collaboration skills with IT, Legal, Finance, and Information Security teams.

Responsibilities

Manage end-to-end software procurement and SaaS operations.
Evaluate IT vendors, products, services, and contracts.
Prepare and review RFQs, RFPs, and RFIs.
Conduct research, cost assessments, and vendor comparisons.
Support commercial negotiations and supplier selection recommendations.
Manage software renewals, licensing, and optimization initiatives.
Ensure procurement activities support cost efficiency, compliance, and operational requirements.
Collaborate with IT, Legal, Finance, and Information Security teams.
