About The Position

Under direction, plan, coordinate, and manage one or more projects that may impact a division or department throughout the project's lifecycle and implementation. This involves planning, organizing, managing, and directing information technology project development, including submitting proposals, budgets, scopes, and schedules. The role initiates projects, performs analysis of end-user and stakeholder business needs, feasibility, project definition, and project authorization. It also involves participating in discussions of project management department goals and objectives with IT senior management, system owners, and decision-makers, and defining and disseminating project success criteria. The IT Project Manager will effectively communicate project expectations, facilitate project management and status review meetings, and ensure adherence to product or project budgets and Department of Information Technology standards, policies, and procedures. Additionally, the role includes supervising assigned personnel, which involves scheduling, assigning, instructing, guiding, and checking work, as well as providing training and development, enforcing personnel rules, counseling, motivating, maintaining harmony, and interviewing applicants. Miscellaneous duties include conducting research and providing reports related to project implementation.

Requirements

  • Bachelor's Degree or higher in Information Systems, Business Administration, Engineering, or related field and four (4) years of experience in project management of systems or services; OR an Associate's Degree in Information Systems, Business Administration, Engineering, or related field and eight (8) years of experience in project management of systems or services.
  • MOS Code: 25B (Army), 62E1G (Air Force), 62E3G (Air Force), 62EXG (Air Force), 8848 (Marine Corps)
  • Valid Texas Class “C” Driver’s License or equivalent from another state by the time of appointment.
  • Must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check within the first six months of hire and maintain CJIS eligibility.

Responsibilities

  • Plan, organize, manage, and direct information technology project development.
  • Submit proposals, budgets, scopes, and schedules of information technology projects.
  • Initiate projects and perform analysis of end-user and stakeholder business needs, feasibility, project definition, and project authorization.
  • Participate in discussions of project management department goals and objectives with IT senior management, system owners, and decision-makers.
  • Define and disseminate the project success criteria to involved parties throughout the project life cycle.
  • Effectively communicate project expectations to sponsors, team members, and stakeholders in a timely and clear fashion.
  • Facilitate project management and project status review meetings.
  • Ensure adherence to the product or project budget for a single system or project.
  • Assist in developing and maintaining plans, processes, and systems for risk mitigation.
  • Document findings for future reference and learning.
  • Ensure adherence to Department of Information Technology standards, policies, and procedures.
  • Supervise assigned personnel, including scheduling, assigning, instructing, guiding, and checking work.
  • Provide for training and development of assigned personnel.
  • Enforce personnel rules and regulations and work behavior standards firmly and impartially.
  • Counsel, motivate, and maintain harmony among assigned personnel.
  • Interview applicants and recommend hiring, termination, transfers, discipline, or other employee status changes.
  • Conduct, compile, and summarize research, and provide oral and written reports related to project implementation.
