About The Position

Under the direction of the IT Director, the Jr System Administrator performs entry-level systems, endpoint, and identity administration tasks, along with helpdesk support and basic networking, in support of the City's IT infrastructure. This is a supervised, developmental position without independent segregation-of-duties or escalation authority, intended as a pathway toward the System Administrator classification.

Requirements

Windows Server, Active Directory, and endpoint management (Intune and Group Policy) fundamentals
Core networking concepts, including IP addressing, DNS, DHCP, and VLANs
Microsoft 365 administration and cloud identity basics
Common security indicators and log patterns associated with abnormal account or network activity
Public-sector security and records-retention requirements, including CJIS
Systematic troubleshooting and problem diagnosis
Clear technical writing for non-technical audiences
Providing reliable technical support in live settings, including Council meetings
Identifying recurring issues and recommending process or documentation improvements
Instructing end users of varying skill levels
Determine when a task is within scope and when it should be escalated
Maintain patience and professionalism with non-technical or frustrated end users
Learn new tools and platforms with minimal formal training
Work independently on assigned tasks while keeping supervisors informed of progress
Handle sensitive personnel and security information with discretion
Flexibility to work at various locations throughout the city
Travel to various locations throughout the city
Use discretion in decision making
Remotely assist users on a case-by-case basis
Install ethernet cable which could include climbing into small spaces, high spaces, and attics
Must have a flexible working schedule in addition to Monday through Friday, may include occasional hours on weekends, holidays, or after hours for maintenance or upgrades to the City’s computers or systems.
Times during the day can vary with some evening work, especially on evenings when the City Council meets so that the individual can operate the recording equipment. Employee is required to work City Council meetings as assigned.
This position requires on-call responsibilities which require the employee to be reachable during on-call period. This may vary and subject to change at the IT Director’s discretion.
The employee in this position is in constant communication with coworkers, elected officials and the public. The employee must be able to communicate clearly and effectively and exchange accurate information in person and on the phone. The employee must be able to review documents in paper or electronic form.
The employee regularly lifts and/or moves up to 25 pounds and occasionally lifts and/or moves up to 50 pounds.
While performing the duties of this job, the employee is regularly required to use hands and fingers to hold or feel, reach with hands and arms. The employee is occasionally required to stand, sit, climb, balance, stoop, and crouch.
Specific vision abilities include near distance, far distance, color, peripheral vision, and depth perception.
Must be able to utilize a variety of office equipment and a computer.
Must be able to travel to other locations within the city.
High school diploma or equivalent, and one of the following: (a) associate's degree or higher in information technology, computer science, cybersecurity, or a closely related field; (b) completion of at least 24 semester hours of post-secondary coursework in an IT-related program (c) formal military technical training in an information systems specialty; (d) an active industry-recognized IT certification (CompTIA A+, Network+, Security+; Microsoft/Azure; Cisco CCNA; or equivalent).
No prior experience required for applicants qualifying under Education (a), (b), or (c). Applicants qualifying under (d) must have one (1) year of full-time experience in desktop support, help desk, systems administration, or a closely related IT function. Two (2) years of such experience may substitute for the education requirement in its entirety.
Must be able to obtain Level 4 Criminal Justice Information System (CJIS) Security & Awareness Training certification
Willing to obtain CompTIA A+ within 12 months of employment, if not already held
Willing to obtain CompTIA Security+ within 24 months of employment
Willing to obtain additional certifications for position as required by the IT Director

Responsibilities

Assist with server provisioning, patching, and routine maintenance under supervision
Perform user account provisioning, modification, and deprovisioning under City access control policy
Support endpoint management platform administration and imaging
Assist with Microsoft Intune and Group Policy administration, including policy deployment and troubleshooting under supervision
Assist with Microsoft 365 administration and basic identity/access tasks
Execute documented backup verification tasks
Maintain IT documentation, including runbooks, configuration records, and knowledge-base articles
Provide helpdesk support and end-user technical assistance
Provide on-site technical support for City Council meetings
Monitor network and system logs, flagging abnormal behavior for review by the Systems Administrator or Director
Apply basic networking knowledge to troubleshoot connectivity and infrastructure issues
Identify and recommend areas for process improvement
Escalate issues outside defined scope to the Systems Administrator or Director
Other duties as assigned
