PSR Connecting Talent, Crafting Success. IT Business Analyst Position Description We are seeking an IT Business Analyst to join our team. The selected candidate will work onsite in Tallahassee, FL alongside the project team. Summary: The advanced business analyst is a member of a full lifecycle agile/hybrid development team. The candidate will work directly with subject matter experts (SMEs), business offices, technical teams, and other stakeholders to translate strategic and operational needs into actionable business and technical requirements. Responsibilities include conducting user needs assessments, documenting results in accordance with departmental methodologies and standards, and ensuring clear communication across involved parties. The candidate must have experience building and maintaining productive working relationships with business office staff through collaboration and teamwork. Core duties include supporting high level requirements gathering, preparing analysis artifacts, validating workflows, participating in solution design discussions, coordinating testing readiness, and ensuring documentation remains complete and accurate throughout the development lifecycle. This role will provide support for modernization initiatives including system remediations, migration planning, dependency identification, environment validation, and coordination with business offices regarding application readiness and testing activities. This includes tracking remediation progress, confirming prerequisites, assisting teams with documentation updates, and supporting communication needed to advance applications through modernization or sunset processes. Additional responsibilities include preparing business cases and testing materials such as use cases and test cases, translating complex business needs into technical specifications, and ensuring that both technical and customer-facing teams maintain a shared understanding of requirements and intended outcomes. The candidate will help support solution analysis, participate in cross-team collaboration, and contribute to alignment activities that keep development and modernization efforts progressing smoothly.

Requirements

• Bachelor’s degree or master’s degree in Business Administration, Communication, Information Systems, or related field is required. Equivalent work experience may substitute for the educational requirement.
• A minimum of five years of business process analysis and requirements documentation, including independent facilitation with executives and subject matter experts.
• Proficiency in process mapping/modeling with tools such as Visio is required.
• Proficiency in Microsoft Office Suite, particularly Excel, Word, PowerPoint, is required.
• Knowledge of data migration practices, testing and quality assurance tools/techniques, and change and release management is required.
• Experience translating business requirements into technical specifications is required.
• Ability to perform detailed business analysis, including research, requirements documentation, business case development, as-is/to-be analysis, scope definition, and process modeling (Visio).
• Ability to use software tools is required and includes, but is not limited to, MS Word, MS PowerPoint, MS Excel, and MS Visio.
• Ability to perform system analysis and design using a variety of modeling methodologies and techniques.
• Knowledge of the software development lifecycle (SDLC).
• Excellent technical knowledge and understanding of IT infrastructure and software development practices and techniques.
• Knowledge of State of Florida Project Management Rule 60GG-1.
• Ability to apply principles and techniques in the Project Management Body of Knowledge (PMBOK).
• Knowledge of State of Florida IT standards, methodologies, and governance practices relevant to analysis, documentation, and modernization activities.
• Ability to work effectively with users and a project team, to identify and document requirements for the maintenance, enhancement, modernization, remediation, or development of computer application systems, including technical overviews and context diagrams.
• Knowledge of the ideologies, techniques, and tools for quality assurance and control, and the ability to put those into practice.
• Ability to analyze and accurately and completely define processes and workflows to design efficient information solutions, including missing or duplicate functionality in existing applications.
• Strong facilitation and stakeholder management skills, with the ability to work effectively across business units, directors, security, and technology teams; excellent verbal and written communication.
• Ability to conduct as-is and to-be analysis, perform detailed research, and model business processes using appropriate tools and techniques.
• Ability to expertly facilitate workshops and meetings with a variety of stakeholders with varying levels of technical knowledge.
• Ability to produce complete, accurate, and legible functional documentation that captures business processes, inputs/outputs, and system interactions.
• Ability to work effectively with business units to identify and document requirements supporting maintenance, enhancement, modernization, remediation, or development of application systems, including the creation of context diagrams and technical overviews.
• Ability to interpret and communicate technical information related to application development and data processing to both technical and non-technical audiences.
• Skill in developing business cases and supporting documentation, performing data analysis, and conducting performance metrics reporting.
• Advanced skills with Microsoft products, including SharePoint, Teams, Word, Excel, PowerPoint, and Visio.
• Ability to understand stakeholders needs, document requirements accurately, and perform duties independently when necessary.
• Ability to perform analysis that accurately and completely defines processes and workflows to design efficient information solutions, including missing or duplicate functionality in existing applications.

Nice To Haves

• Certification in any of the following is desired but not required: Certified Scrum Master (CSM), Certified Scrum Owner (CSO), CBAP, PMI-PBA, PMI-ACP, PMP, ITIL.
• Knowledge of Rules 60GG-1 – 60GG-5, Florida Administrative Code, is desired.
• Experience using SharePoint and Microsoft Teams for collaboration and document management; exposure to Power BI is preferred.
• Preference will be given to candidates with experience using Azure DevOps to manage user requirements and backlogs.

Responsibilities

• Research and analyze FDOT business processes and their inter relationships, documenting and diagramming business and system workflows, process dependencies, and cross functional interactions
• Collaborate closely with technical and functional teams to develop technical specifications, use cases, business rules, and other analysis artifacts that accurately translate business needs into actionable requirements.
• Plan, prepare, and support testing activities, including regression, functional, data validation, system integration, load, or performance testing, ensuring readiness and coverage for both new and modernized functionality.
• Gather and document goals and objectives related to business strategy, translating them into clear and measurable requirements for application, infrastructure, and solution development efforts.
• Assist in business process redesign and documentation to support remediation, modernization, migration, and sunset activities across the enterprise environment.
• Assess technical problems and potential solution approaches, providing recommendations that support future state alignment, modernization goals, and integration of new and existing processes.
• Identify opportunities for process improvement, document current state workflows, perform gap analyses, design future state processes, and develop performance measures that support continuous modernization and operational efficiency.
• Prepare business cases and feasibility studies and participate in work sessions to support remediation, modernization, and migration planning efforts.
• Evaluate critical information gathered from multiple sources, summarize detailed and complex data into clear, executive ready formats, and break down aggregate information into meaningful and actionable insights.
• Prepare executive ready materials summarizing value, risk, alignment, feasibility, and modernization considerations for leadership and review teams.
