About The Position

The Department of Ecology is hiring an IT Business Analyst - Journey within the Information Technology Services Office (ITSO). This role serves as a vital link between program needs and technical solution design and implementation across the Department of Ecology. You will collaborate with program staff, technical teams, and project leaders to analyze business processes, document system requirements, and support technology solutions that help the agency fulfill its mission. Your work will involve engaging with diverse technologies, assessing system and business workflows, and translating complex technical concepts into clear, actionable documentation. You will work hands-on with activities such as gathering and refining requirements, mapping processes, analyzing data, conducting system testing, and supporting application enhancements. This position provides opportunities to work with new and evolving platforms, contribute to modernization efforts, and build strong working relationships across a wide range of Ecology programs. This journey-level role is well suited for someone who is experienced, collaborative, and eager to understand how systems and business processes intersect. You will gain exposure to enterprise-level applications, project initiation and delivery, and will become familiar with lean practices and agile methods.

Requirements

  • Six years of experience and/or education related to the duties of the position, which includes the following:
  • Business Requirements Analysis – Proven track record independently eliciting, analyzing, and refining business needs to ensure solutions align with agency goals.
  • Requirements Documentation & Traceability – Demonstrated skills in creating clear, testable, and traceable requirements to support successful design, development, and validation.
  • Quality Assurance & User Acceptance Testing – Demonstrated proficiency developing test strategies, leading UAT activities, and ensuring defects are identified and resolved before production release.
  • SDLC and Agile Methodologies – Proven track record applying SDLC, Agile, or hybrid project methods to ensure requirements and testing are effectively integrated into project workflows.
  • Systems & Integration Analysis – Demonstrated ability to assess system capabilities and integration needs to ensure solutions are feasible, sustainable, and aligned with enterprise architecture.
  • Critical Thinking & Problem Solving – Demonstrated ability to evaluate information, identify root causes, analyze alternatives, and recommend solutions that support business objectives.
  • Communication – Demonstrated ability to clearly convey complex information to ensure shared understanding across technical and nontechnical partners.
  • Collaboration & Partner Engagement – Proven track record working effectively with diverse groups to gather input, resolve issues, and build alignment on project direction.
  • Education involving a major study in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), Business Administration, or closely related field.
  • Examples of how to qualify:
  • 6 years of experience.
  • 5 years of experience AND 30-59 semester or 45-89 quarter college credits.
  • 4 years of experience AND 60-89 semester or 90-134 quarter college credits (Associate’s degree).
  • 3 years of experience AND 90-119 semester or 135-179 quarter college credits.
  • 2 years of experience AND a Bachelor’s degree or higher.

Nice To Haves

  • A Bachelor’s degree with a focus on business, information technology, project management, business analysis or related field.
  • Four years of business analysis experience on IT projects that cross program or agency boundaries.
  • Certification of Capability in Business Analysis (CCBA) or as a Certified Business Analysis Professional (CBAP) through the International Institute of Business Analysis (IIBA), OR completion of a business analyst certification from a university or college.
  • Prosci OCM Certification.
  • Agile certifications or experience.

Responsibilities

  • Elicit, analyze, and document business and technical requirements for new or enhanced systems, ensuring clarity and alignment across partners and customers.
  • Understand Agency strategic goals to ensure alignment of any recommended improvements and technical solutions.
  • Consult with staff and external partners to analyze technology needs and problems.
  • Create process maps, workflows, user stories, and other analytical artifacts to translate complex business needs into actionable technical specifications, supporting Agile delivery practices.
  • Collaborate with program staff, IT teams, and project managers to evaluate system functionality, identify gaps, and recommend improvements or solution options.
  • Develop clear, accessible documentation—including user stories, business rules, and system guides—to support ongoing operations and knowledge sharing.
  • Develop quality assurance test plans to ensure technical solutions meet business needs.
