About The Position

The Washington State Department of Labor & Industries (L&I) Information Technology Division supports agency business priorities through technology products and services. Its Mainframe Program manages Industrial Insurance applications, including the Medical Information Payment System (MIPS), a critical billing system used for statewide medical billing, provider payments, and industrial insurance operations. MIPS includes online and batch components, more than 600 modules, and over four million lines of code; it processes at least 20,000 bills per day and serves approximately 1,200 users across 16 teams and 100,000 credentialed providers. The IT Application Development – Senior/Specialist serves as the senior application development authority and supervisor for the MIPS Mainframe and .NET product teams. Reporting to the Director of Mainframe Operations and Strategy, the role provides technical leadership, system design authority, architectural guidance, and supervisory oversight for entry-, journey-, and senior-level staff. The position leads MIPS design, architecture, development, and modernization to maintain reliable, high-performing systems that meet legislative and policy requirements. It also provides advanced consultation on high-risk system components and manages projects involving agency-wide infrastructure upgrades and Insurance Services application enhancements. This is an advanced-level programmer/analyst position with substantial autonomy. The incumbent independently develops, enhances, and maintains complex applications across multiple languages and technologies, often leading the work while balancing several projects. The assigned duty station is Tumwater, Washington. Teleworking may be up to full time, with occasional in-person meetings and training or attendance as business needs require. Remote work from outside Washington requires approval; the agency primarily seeks candidates who live in Washington or are willing to relocate.
