About The Position

King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community. The Behavioral Health and Recovery Division (BHRD) of DCHS is looking for an Investment Impact Manager (Project/Program Manager IV) to help guide the implementation of the King County Behavioral Health Sales Tax Fund investments. The King County Behavioral Health Sales Tax Fund invests approximately $100M per year in King County’s behavioral health system. This position will hold direct responsibility for finalizing the King County Behavioral Health Sales Tax Fund’s 2028-2034 implementation plan and leading the implementation of the plan. This recruitment is to fill a Term-Limited Temporary (TLT) position that is anticipated to be 18 months in duration. If filled by a King County employee who has passed their initial probation, the TLT will be as a Special Duty Assignment (SDA).

Requirements

  • At least 2 years of working experience/knowledge of King County Behavioral Health Sales Tax Fund investments.
  • At least 2 years of experience interpreting and translating complex policy, regulatory frameworks, and program models into implementable strategies.
  • At least 3 years of experience in behavioral health, human services, homelessness response, or a related social services field.
  • At least 3 years of experience with budget monitoring and stewardship of public funding.
  • At least 2 years of experience managing government-funded programs, procurement processes, or complex contracts.
  • Strong communication, project management, critical thinking, and systems-navigation skills.
  • Ability to work independently at a senior level while collaborating effectively with cross-departmental teams.
  • Demonstrated experience applying racial equity and social justice principles in decision-making, community engagement, or program administration.

Nice To Haves

  • Familiarity with King County procurement and contracting processes (e.g. Agiloft).
  • Experience with culturally responsive service delivery, linguistic access strategies, or equity-centered design.
  • Knowledge of care transitions, diversion, SUD treatment, behavioral health access, youth behavioral health, and/or workforce development.
  • Lived experience or deep connection to communities most impacted by barriers to behavioral health access.

Responsibilities

  • Translate high-level policy direction into actionable implementation plans, including procurement timelines, investment strategies, and contract structures.
  • Provide expert guidance on applying the County’s equity framework and logic models throughout procurement, contracting, and system design activities.
  • Identify emerging system issues and opportunities, advising leadership on actions that advance behavioral health access, effectiveness, and equity.
  • Oversee fiscal stewardship of investment portfolios, including spend-down monitoring, risk identification, forecasting, and budget input.
  • Evaluate investment performance and recommend adjustments to ensure efficient, equitable resource deployment across the continuum.
  • Align King County Behavioral Health Sales Tax Fund investments with other major funding streams (e.g., Medicaid, CCC Levy, VSHSL, HTH, Best Starts) to maximize system impact and minimize duplication.
  • Coordinate and manage competitive procurements across all strategy areas, including RFP development, scopes of work, evaluation criteria, and contractor selection.
  • Ensure procurement and contracting processes uphold equity-centered best practices, reducing barriers for small, culturally-specific, and community-rooted providers.
  • Interpret and apply complex policy and regulatory requirements in procurement design, contracting language, and implementation guidance.
  • Engage and integrate input from community partners and subject matter experts to shape funding strategies, procurement approaches, and program implementation.
  • Represent DCHS in external meetings, workgroups, listening sessions, and regional planning efforts, promoting collaboration and culturally responsive service delivery.
  • Identify system gaps, risks, and policy opportunities, partnering with Performance Measurement & Evaluation team to assess models, support feasibility analysis, and recommend evidence-informed improvements.
