About The Position

The Washington State Department of Corrections (DOC) is seeking a highly motivated and talented individual for the position of Investigator 2 at the Washington Corrections Center (WCC) in Shelton, WA. The Washington Corrections Center is a Reception and Diagnostic Center. The facility is a close-custody facility with the primary responsibility to process, test, and classify all adult make felons sentenced to prison in Washington State. The facility has seven living units and houses 1,700 incarcerated individuals. There are about 500 incarcerated individuals screened and assessed each month. WCC is also the major hub for transfer of incarcerated individuals to and from facilities throughout the state. The Investigator 2 position performs senior-level duties under the direct supervision of the Investigator 3 and the principal guidance of the Chief Investigator and the Superintendent of Washington Corrections Center. This position will work collaboratively with stakeholders and contributes to the agency’s mission, to improve facility and public safety, by conducting complex, impartial, confidential, high-priority investigations through the department. These investigations often involve allegations that are stressful and complex, with the potential of involving internal witnesses or outside agencies. This position may require occasional travel across the state and may be called to duty whenever an emergency arises and there is a need for investigative support. We are searching for an adaptable and dependable team member who has excellent written and verbal communication skills to assume the critical role of Investigator 2 and ensure WCC is operating in support of the mission, vision, and strategic plan of the agency.

Requirements

High school diploma or GED equivalent
Two (2) years’ experience in custody (Correctional Officer 2 or above), counseling, or case management in adult or juvenile corrections and six months of investigative experience.
OR Three (3) years’ experience as an investigator with a criminal justice agency or criminal investigative agency of the armed forces, or investigating personal backgrounds, unfair or deceptive business practices, insurance casualty claims, or other directly aligned field.
College level course work with major emphasis in business administration, law, psychology, criminal justice, or directly aligned field will substitute, on a year for year basis, for up to two of the three years of required experience.

Responsibilities

Initiates and completes complex investigations.
Creates. Compiles, and writes documentation/case files relevant to intelligence on activity conducted by incarcerated individuals, visitors, and associates. Incarcerated investigations will be the primary focus.
Write thorough investigative reports in a timely manner
Establishes proof of facts and evidence sufficient to be used in Superior Court or for DOC Administrative Hearings.
Provide/ Assists in training regarding security, processes, and investigative issues.
Research records and case files, gathering and preserving documentary evidence.
Trained and certified in drug/narcotic testing (MMC, NARTECH, NIK, Etc.)
Obtain, log, and test substances and assist investigators with testing and documentation of substances as directed.
Gather, log, maintain, and preserve evidence according to applicable laws, per department policy and procedures.
Conduct and complete Administrative Segregation Investigation or request extensions within policy time frame and document on appropriate forms and OMNI screens.
Write detailed and concise reports i.e. infractions reports, incident reports, IMRS’s Segregation Management reports.
Provide investigative assistance to other DOC facilities as directed by the Chief Investigator and/or Superintendent.
Respond to statewide emergencies and provide investigative/intelligence support at the request of HQ SIS with approval from the Chief Investigator and Superintendent.
Operate and monitor the Incarcerated Individual telephone system (Securus), JPay, OMNI, Incarcerated mail, and other DOC information sources at the directions and lead of the Chief Investigator or higher-level investigator.
Review archived calls and perform live monitoring of incarcerated conversations to gather intelligence on known or suspected criminal activity of incarcerated individuals, visitors and/or associates using Securus System.
Gather, compile, and analyze data related to the safety and security of the institution arising from the monitoring of JPAY, Securus System, and mail.
Maintain confidentiality.
Review and monitor facility surveillance systems as well as stand alone, covert surveillance systems for issues concerning the safety and security of facility operations.
Gather, develop, evaluate, document, and disseminate intelligence information pertaining to incarcerated individuals and Security Threat Groups that pose a threat to the public, staff, and incarcerated individuals’ safety.
Accurately and promptly enter data into Security threat Group Tracking System on groups including but not limited to, militia organizations, violent anarchist hate groups, street groups, security threat groups, and any other individual or groups that pose a threat to public safety and overall security of the Department.
Complete incoming Transfer and Job Screening (IJTS) to ensure proper housing and job placement.
Provide input on Multi-Disciplinary Teams (MDT) and Facility Rick Management (FRMT) for incarcerated individual custody promotion/demotion per established policy and procedure.
Receives and responds to inquiries by telephone, in writing, email, and in-person by outside agencies and other state entities.
Respond to incarcerated individuals kits/kiosk messages pertaining to IPIN, general, or miscellaneous requests.
Assure units timely response to public disclosure requests.
Serves as IIU weekly Duty Officer in rotation.
