About The Position

The Department of Economic Security (DES) is seeking experienced and highly motivated individuals to join their team as an Investigator 2. This is a temporary position primarily responsible for conducting preliminary desktop investigations into allegations of benefit fraud. These allegations are received through various channels, including Department referrals, complaints from other agencies, and public communications (written or hotline). The role involves reviewing fraud investigation requests to ensure they meet established criteria, making independent decisions on the validity and focus of allegations, and analyzing information from confidential databases. Cases meeting the criteria will be assigned to field investigators. The position also includes scanning Reports of Investigation (ROI) into the OnBase electronic filing system, maintaining investigative case files according to the DES Records Retention Schedule, processing outgoing subpoenas, monitoring inventory, and completing assigned projects. In-state travel within Arizona may be required.

Requirements

  • Knowledge of public assistance eligibility policy and/or criminal offenses under Federal, State and local statutes and Administrative Code.
  • Knowledge of preservation of evidence and information.
  • Knowledge of principles and practices of the assigned agency's authority and available information gathering systems.
  • Proficiency in Microsoft Office programs.
  • Ability to maintain composure and work effectively under stressful conditions.
  • Ability to analyze and access information.
  • Ability to collect and preserve evidence and information.
  • Ability to preserve the confidentiality and integrity of information gathered.
  • Computer skills in Microsoft Office programs.
  • Ability to interpret and apply Federal, State and local laws, rules, codes and regulations.
  • Ability to make sound independent decisions based on available information and establish appropriate course of action.
  • Ability to communicate effectively and accurately both orally and in writing.
  • Ability to prioritize tasks to meet deadlines.
  • Ability to perform detailed work with a high degree of accuracy.
  • Ability to travel within the State of Arizona.
  • Must possess and retain a current, valid class-appropriate driver’s license.
  • Must complete all required driver training and successfully pass all necessary driver’s license record checks.
  • Must maintain acceptable driving records.
  • Must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
  • Must apply for and show proof of receipt of a valid fingerprint clearance card or provide documentation of application.
  • Must obtain ACJIS Terminal Operator Certification within 30 days of hire and maintain certification.

Responsibilities

  • Performs preliminary investigations and evaluates allegations of benefit fraud.
  • Reviews fraud investigation requests to determine if they meet established criteria.
  • Makes independent decisions about the validity and focus of allegations.
  • Researches, identifies, selects, and analyzes documents and information from confidential and sensitive databases/sources.
  • Assigns cases to OIG OSI field investigators when referrals meet established criteria.
  • Oversees the scanning of each Report of Investigation (ROI) into the electronic filing system (OnBase).
  • Retains copies of ROIs and related documents in accordance with the DES Records Retention Schedule.
  • Performs administrative support functions, including processing subpoenas and monitoring inventory.
  • Attends staff meetings and assists colleagues with projects.
  • Completes other duties as assigned.
