About The Position

The Intelligence Director assists with the daily functions of the Sheriff’s Office by engaging command staff, elected officials, and relevant agency heads in the analysis and dissemination of intelligence products based on information obtained from law enforcement agencies, intelligence sources, and open reporting. The incumbent provides oversight to intelligence personnel and facilitates integrated intelligence-sharing capabilities to communicate accurate, timely, and actionable information that informs local, regional, and national crime trends and supports employee and facility security, criminal investigations, and prosecution. The position establishes intelligence collection priorities based on emerging crime trends, threats, operational needs, and community concerns. The Intelligence Director oversees the intelligence cycle from planning and collection through analysis, dissemination, and evaluation. The position also evaluates and advises on live, online, and emerging threats to elected officials, government entities, and high-profile events.

Requirements

Bachelor’s degree, or equivalent, in Criminal Justice, Intelligence, Cybersecurity, or related field
7 full-time years of experience in the intelligence field, related law enforcement, government or military, or closely related experience
At least three of the years in a supervisory role.
Must possess the ability to obtain secret clearance.
Must obtain a Texas driver license or obtain one within thirty (30) days of hire.
Excellent customer service and communication skills, both verbal and written.
Ability to work in a fast-paced environment.
Must be able to stay organized and know how to prioritize the workload.
Ability to work independently and as part of a team.
Competency with computers and Microsoft Office365 Suite.
Advanced analytical skills and the ability to evaluate and communicate complex intelligence and investigative information.
Ability to identify crime trends, patterns, relationships and emerging threats using analytical tools and intelligence resources.
Ability to manage and enter data into budget and inventory spreadsheets.
Possess skills in supervision and leadership of intelligence, analytical and technical personnel.
Ability to utilize and train others in online law enforcement, open-source intelligence and social media platforms with a strong knowledge of intelligence databases, platforms and emerging intel capabilities.
Knowledge of public relations, and the ability to learn County policies and procedures.
Must have knowledge of all Federal, State, and Local employment laws.

Responsibilities

Supervises and directs the work of Intel personnel embedded offsite with a regional fusion center or task forces and provides oversight of intelligence analysts, technical personnel and other assigned intel staff.
Directs daily intelligence workflow, establishes priorities and assigns tasks based on command priorities, emerging threats, active operational needs and regional crime trends
Reviews and approves Intel products for internal/external dissemination.
Coordinates, schedules, and conducts all internal and external training for users of TCSO inmate communications system (“Smart Com”), AI-based analytical platforms, open-source intelligence tools, license plate reader networks and other emerging technology consistent with applicable laws, policies and operational requirements.
Coordinates intelligence sharing with local, regional, state, and federal partners.
Develops and implements training programs related to TCSO Intel collection to enhance the analytical, technological and intelligence gathering capabilities of intel personnel and authorized users.
Works with legal counsel and County personnel to address public records, investigative and sensitive law enforcement information related to evidentiary issues.
Provides oversight for the creation, logistics, and management of the county-wide quarterly Intelligence Forum, comprised of Tarrant County law enforcement agencies.
Monitors live events and public response based on assessed level of threat risk.
Provides oversight for the creation, logistics, and management of a newly created county-wide quarterly Intelligence Forum, comprised of all local Tarrant County law enforcement agencies.
Represents TCSO on the advisory board being created to assist with the regionalizing of Ft Worth PD’s Real Time Crime Center or other intelligence-driven partnerships.
Briefs Command Staff and Operational personnel on intelligence assessments, emerging threats, and crime trends to mitigate threat risks.
Initiates and oversees the deconfliction and dissemination of operational intel to law enforcement agencies at both the state and interstate levels.
Develop and oversees division budget for intelligence technology, software, equipment, training and other operation needs.
Coordinate with the division chief and command staff to develop and implement policy related to the Intelligence unit.
