About The Position

FWI is building a team to provide technical instruction and course development support for the Fleet Readiness Center Southeast (FRCSE) Administrative and Training Division at Naval Air Station Jacksonville, Florida. This position will serve as the contractor's lead training resource, bridging instructional design best practices, adult learning methodology, and training lifecycle management to deliver innovative and effective training solutions for the FRCSE workforce. The Instructional Designer will provide overall support to the FRCSE Training Branch, ensure timely delivery of training programs and curriculum updates, manage training records and management systems, and ensure that the FRCSE military and civilian workforce receives modern, reliable, and engaging instruction that enhances individual qualifications and mission capability. Requirements

  • Bachelor's degree preferably in Instructional Design, Education, Organizational Development, or related field
  • 8+ years of experience in instructional design, curriculum development, or training program management
  • Demonstrated experience developing and delivering training in a government or military environment
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and Windows OS
  • Experience with Learning Management Systems (LMS) or government training management systems
  • Strong verbal and written communication skills; ability to communicate effectively with personnel at all levels of the Command
  • Active Secret security clearance

Nice To Haves

  • Experience with Navy or DoD training management systems (e.g., FLTMPS, Navy e-Learning, or similar)
  • Familiarity with SCORM, Section 508 compliance, and e-learning authoring tools (e.g., Articulate, Adobe Captivate)
  • Prior experience supporting NAVAIR, FRCSE, or a Fleet Readiness Center
  • Experience teaching DoN-mandated topics (Sexual Assault Prevention, EEO, ethics, etc.)
  • Certified Professional in Learning and Performance (CPLP) or similar instructional design certification

Responsibilities

  • Design, develop, and maintain training programs, course materials, and curriculum updates aligned with FRCSE priorities, Department of the Navy policies, and applicable publications
  • Deliver engaging classroom and virtual instruction on assigned DoN topics including Sexual Assault Prevention, Communication Skills, and other courses as directed, utilizing creative teaching techniques such as presentations, audience interaction, and role-playing
  • Serve as the primary training liaison between the FRCSE Training Branch and all FRCSE competencies; coordinate course scheduling, verify training announcements, and attend meetings as needed
  • Manage and maintain training records for all FRCSE employees and contractors using FRCSE Training Management Systems; perform data entry of completed training and assist in managing Individual Qualification Records
  • Evaluate training requirements and assess cost-effectiveness of delivery methods including Computer-Based Training (CBT), distance learning, and computer-assisted instruction
  • Provide customer service support to the FRCSE Training Branch and serve as backup coordinator in the Training Branch coordinator's absence
  • Coordinate with the FRCSE Human Resource Service Center on workforce development initiatives including retirement training
