The Information Technology Specialist serves in the Resilience, National Preparedness Directorate, National Disaster & Emergency Management University at FEMA. The role involves managing web technologies and related information systems, including Web-based and SharePoint applications. The ideal candidate has experience developing web applications with Visual Studio, .NET, HTML, C#, JavaScript, SQL Server, and SharePoint, as well as installing and configuring software, monitoring and optimizing performance, maintaining security compliance, managing changes, and documenting systems. The position performs Web Manager duties that encompass technical consultation, content implementation and quality, adherence to industry and agency standards, development of functionality, database management systems and communications technologies, security maintenance, and user instruction and support. The specialist also advises programmers and analysts on developing, testing, and implementing web-related programs, and reviews and recommends upgrades to web-related IT infrastructure. All FEMA employees have recurring emergency-management responsibilities and may be recalled at any time. Emergency operations may involve irregular hours, work outside the official duty station, duties beyond the position description, and extensive travel with little advance notice. Employees may need to deploy or relocate for extended periods to emergency sites with austere and operationally challenging conditions. The position requires a three-week, in-person training course in Emmitsburg, Maryland, within six months of onboarding; FEMA covers travel expenses. Future promotion depends on performance at a higher level, continuing organizational need, and administrative approval.
