About The Position

In the Department of Administration, this role is responsible for technical and managerial support by serving as a project manager for mid-scale intra-agency and/or inter-agency information technology projects. The goal is to ensure alignment and benefit realization, covering all stages of the project management life cycle, including conceptualization, business needs determination, team assembly and direction, vendor selection and management, system design, configuration, development, testing, and implementation. The role involves developing work plan schedules, allocating resources, managing change control, and ensuring overall project success. The project manager will plan, monitor, control, and deliver projects to a close, managing risks related to scope, time, cost, and completion. Ultimately, the position is responsible for the successful delivery of projects as defined by ensuring they are delivered on time, on budget, and to the satisfaction of the customer (project sponsor).

Requirements

  • Thorough knowledge of project management principles, methods, and tools.
  • Thorough knowledge of the principles and methods of cost-benefit analysis.
  • Thorough knowledge of the methods and tools (including MS Office suite, Project, Visio) used for risk assessment and risk mitigation.

  • Considerable employment in the public or private sector involving supervisory experience in information management, systems design and programming.
  • Possession of a Bachelor’s degree with specialization in Information Technology, Computer Science, Business Administration, Mathematics or a closely related field.
  • Must undergo a national fingerprint background screening.
  • Must have employment eligibility validated through E-Verify.

Responsibilities

  • Serve as project manager for mid-scale intra-agency and/or inter-agency information technology projects.
  • Manage all stages of the project management life cycle, including conceptualization and determination of business needs.

  • Develop project plans to define and document project goals, objectives, scope, roles, responsibilities, effort, cost, and schedule estimates, major milestones, and risk management plans.
  • Make preliminary determinations of user needs and plan, coordinate, direct, and supervise staff in systems analysis, programming, technical/network efforts, and data programming procedures.
  • Oversee daily project implementation regarding resources, time, budget, and quality.
  • Develop early warning signs or reports to ensure projects do not go off track.
  • Provide leadership to cross-functional teams, driving milestone completion, managing the change process, coordinating actions, and resolving conflicts.
  • Facilitate communication with project teams, vendors, management, sponsors, and stakeholders to discuss project issues, resolve problems, and manage expectations.
  • Write periodic progress, project status, and problem resolution reports for management review.
  • Lead all phases of projects and communicate project status and milestones to stakeholders.
  • Ensure appropriate governance processes and structures are in place for timely and effective decision-making.
  • Undertake critical negotiations with internal and external entities.
  • Resolve conflicts and motivate the team to achieve goal commitment.
  • Manage the identification, assessment, development of mitigation strategies, and resolution of issues and conflicts.
  • Exercise professional judgment in escalating major issues and decisions to project sponsors and key stakeholders.
  • Manage project scope and ensure adherence to the project plan.
  • Schedule project deliverables, milestones, and required tasks.
  • Develop and/or review PERT charts, Gantt charts, and other project management tools.
  • Monitor project expenditures and efforts to meet prescribed budgets.
  • Manage and coordinate IT projects to support agency programs and strategic goals (for DEM).
  • Develop project objectives, deliverables, and success criteria in coordination with stakeholders (for DEM).
  • Oversee project teams and agency vendors, monitor progress, manage budgets, and ensure compliance with technical and business requirements (for DEM).
  • Facilitate meetings with vendors and project staff, track milestones, and provide regular updates to ETSS and Agency leadership and project sponsors (for DEM).
  • Ensure delivery of IT services and solutions remain on schedule and align with agency standards (for DEM).
  • Oversee deployment and implementation of new technologies, enterprise systems, and infrastructure upgrades (for DEM).
  • Collaborate with system administrators, developers, and vendors to ensure accurate testing, integration, and deployment (for DEM).
  • Participate in and oversee change management planning and execution (for DEM).
  • Manage software licensing and renewals, budgeting, and procurement for hardware, software, and cloud-based services (for DEM).
  • Provide oversight of vendor staff and third-party hosted platforms to ensure performance and contractual compliance (for DEM).
  • Serve as the key liaison between agency management, business users, and the central IT organization (ETSS) (for DEM).
  • Coordinate cross-agency technology initiatives to ensure alignment with operational and strategic goals (for DEM).
  • Oversee daily operations of agency IT systems and infrastructure, ensuring reliability and continuity of public-facing services (for DEM).
  • Plan and direct technology projects and system upgrades in collaboration with business units and vendors to minimize downtime and service impact (for DEM).

  • Coordinate with auditors during audit reviews, and manage audit documentation, communication, and response tracking (for DEM).
  • Support disaster recovery planning and testing to ensure system resilience and compliance (for DEM).
